This will be completed by the establishment of a single resolution mechanism. The European Council launched work on the 2013 European Semester on the basis of the Commission's Annual Growth Survey. The ASEM partnership accounts for about half of the world's GDP, around 60% of the world's population and up to 60% of global trade.  ASEM complements and does not replace Europe's bilateral relations with Asian countries.  ASEM partners are the 27 EU member states, 10 ASEAN members (&lt;em&gt;Brunei, Cambodia, Indonesia, Laos, Malaysia, Burma/Myanmar, Philippines, Singapore, Thailand, Vietnam&lt;/em&gt;) and Australia, China, India, Japan, South Korea, Mongolia, New Zealand, Pakistan, Russia, the ASEAN Secretariat and the European Commission.  Three new members will join at the November summit (&lt;em&gt;Bangladesh, Norway and Switzerland&lt;/em&gt;).  Australia and New Zealand joined at the last ASEM meeting, in Brussels in 2010.  The theme for the ninth ASEM will be "&lt;em&gt;Friends for Peace, Partners for Prosperity&lt;/em&gt;".&lt;/p&gt;</description>

            <description>&lt;p&gt;Today's proposals for a single supervisory mechanism (SSM) for banks in the euro area are an important step in strengthening the Economic and Monetary Union (EMU). In the new single mechanism, ultimate responsibility for specific supervisory tasks related to the financial stability of all Euro area banks will lie with the European Central Bank (ECB). National supervisors will continue to play an important role in day-to-day supervision and in preparing and implementing ECB decisions. The Commission is also proposing today that the European Banking Authority (EBA) develop a Single Supervisory Handbook to preserve the integrity of the single market and ensure coherence in banking supervision for all 27 EU countries.&lt;/p&gt;</description>

Under this arrangement, businesses will be allowed to use carbon units from the Australian emissions trading scheme or the European Union Emissions Trading System (EU ETS) for compliance under either system.&lt;/p&gt;</description>

            <description>&lt;p&gt;The European Commission has announced the final and biggest ever calls for proposals under its Seventh Framework Programme for Research (FP7).  In total, €8.1 billion is available to support projects and ideas that will boost Europe's competitiveness and tackle issues such as improving human health, protecting the environment and finding new solutions to challenges arising, for example, from urbanisation and managing waste.  Universities, research organisations and industry will be among more than 15,000 funding recipients in around 1,300 projects.  Around €2.7 billion will help cement Europe's place as a world class destination for researchers, mainly through individual grants from the European Research Council (€1.75 billion), and Marie Skłodowska-Curie Actions (€963 million) for research training and mobility.             <description>&lt;p&gt;It’s fashionable these days to write off Europe.  The continent that gave us the democracy, the Renaissance, Einstein, the industrial revolution, modern medicine… And, in more recent times, the continent that has been a world leader in human rights, climate change, development assistance and peace-keeping.  And yet, the fiscal challenges faced by Greece, Spain, and others — are so advanced and deep-set — so the argument goes - that Europe has lost its way.  By comparison, the surging economies of Asia — first and foremost China — are expanding to a new position of leadership, eclipsing the European success of past centuries.  This talk of European declinism is so advanced it’s even slightly ahead of American declinism.  I have to say: I don’t accept this logic.&lt;/p&gt;</description>
