European and Asian representatives will meet in Prague on May 15-17 to discuss ways of enhancing customs cooperation between the two regions. With trade between the EU and Asian ASEM countries valued at almost 900 billion euros a year, agreement on more efficient customs procedures and greater transparency in the sector is important. Customs cooperation is therefore a key issue within ASEM, the process of Asia-Europe Meetings launched in Bangkok in 1996.

CO2 emissions from new cars fell further in 2012

Carbon dioxide emissions from new cars continue to fall in Europe, according to preliminary figures released today. Average CO₂ emissions from the new EU car fleet decreased by 2.6% to 132.2 grams/km in 2012. This means that the average car became 17% more efficient in the period 2007-2012.

Today, the second generation Schengen Information System (SIS II) enters into operation to increase security and facilitate free movement within the Schengen area. The SIS II allows for an easy exchange of information between national border control authorities, customs and police authorities on persons who may have been involved in a serious crime. It also contains alerts on missing persons, in particular children, as well as information on certain property, such as banknotes, cars, vans, firearms and identity documents that may have been stolen, misappropriated or lost.

The European Commission is inviting bids for the final tranche of Marie Curie fellowship grants allotted under the current seventh Framework Programme for Research (FP7, 2007-13). Full EU ban on animal testing for cosmetics enters into force

On 11 March the last deadline to phase out animal testing for cosmetic products in Europe entered into force. Cosmetics tested on animals cannot be marketed any more in the EU. A Communication adopted by the Commission confirms the Commission's commitment to respect the deadline set by Council and Parliament in 2003 and outlines how it intends to further support research and innovation in this area while promoting animal welfare world-wide. Late last year saw the establishment of a new Foundation – the European Endowment for Democracy. The aim of the EED will be to direct grant-making towards pro-democracy activists and organisations in Europe's Neighbourhood and beyond. A joint project by the European Union and its Member States, the idea originated in a May 2011 Neighbourhood communication and was backed by Foreign Ministers at their meetings in June and September. The Foundation was established in October 2012 and will become operational in Spring 2013.

The European Council agreed on a roadmap for the completion of the Economic and Monetary Union, based on deeper integration and reinforced solidarity. This process will begin with the completion, strengthening and implementation of the new enhanced economic governance, as well as the adoption of the Single Supervisory Mechanism and of the new rules on recovery and resolution and on deposit guarantees. This will be completed by the establishment of a single resolution mechanism. The European Council launched work on the 2013 European Semester on the basis of the Commission's Annual Growth Survey. It decided to launch work on the further development of the EU's Common Security and Defence Policy and will return to this issue in December 2013.

Following the five-day passage of Typhoon Bopha across the Philippines last week and an assessment that has identified large-scale humanitarian needs, the European Commission today released €3 million to provide emergency assistance to those worst affected, targeting vulnerable groups such as children, households run by single women, and the elderly.

12 October 2012 - Cheers all around at the news that the Norwegian Nobel Committee decided that the Nobel Peace Prize for 2012 would be awarded to the European Union. 10 December 2012 – finally the much awaited day of the Award ceremony in Oslo arrived too. The prize was received on behalf of the EU by the President of the European Council Herman Van Rompuy, the President of the European Commission, José Manuel Barrroso, and the President of the European Parliament, Martin Schulz. The traditional Nobel lecture was given by Presidents Van Rompuy and Barroso.

The initiative aims to unite decision-makers all around the world to better identify and assist victims and to prosecute the perpetrators. The Greek programme got back on track, when the Eurogroup on 26 November 2012 gave political approval to the next disbursement of financial aid to Greece. Ministers commended Greek policy actions and agreed on a package of measures to ensure Greek debt will be sustainable. The decision reflects a positive assessment of Greece's implementation of agreed measures and agreement on future programme conditions. The programme had been on hold since the Spring, when political uncertainties led to delays in the implementation of reform measures.

The release of services trade data for 2011-12 (July-June) by the Australian Bureau of Statistics on 7 November revealed that the EU remained Australia's largest trading partner in services, representing 20 per cent, or A$21.7 billion of Australia's total services trade (a modest rise of 1.8% on the previous 12 months), ahead of the United States and China. The EU was the most important export market for Australian services, worth A$8.3 billion (+0.8%), while it was also Australia's largest supplier of services, at A$13.3 billion (+2.5%).

The Asia-Europe Meeting is a forum for dialogue between Europe and Asia, which involves virtually the whole of the two continents. The ASEM partnership accounts for about half of the world's GDP, around 60% of the world's population and up to 60% of global trade. ASEM complements and does not replace Europe's bilateral relations with Asian countries. ASEM partners are the 27 EU member states, 10 ASEAN members (Brunei, Cambodia, Indonesia, Laos, Malaysia, Burma/Myanmar, Philippines, Singapore, Thailand, Vietnam) and Australia, China, India, Japan, South Korea, Mongolia, New Zealand, Pakistan, Russia, the ASEAN Secretariat and the European Commission. Three new members will join at the November summit (Bangladesh, Norway and Switzerland). Australia and New Zealand joined at the last ASEM meeting, in Brussels in 2010. The theme for the ninth ASEM will be "Friends for Peace, Partners for Prosperity".

Today's proposals for a single supervisory mechanism (SSM) for banks in the euro area are an important step in strengthening the Economic and Monetary Union (EMU). In the new single mechanism, ultimate responsibility for specific supervisory tasks related to the financial stability of all Euro area banks will lie with the European Central Bank (ECB). National supervisors will continue to play an important role in day-to-day supervision and in preparing and implementing ECB decisions. The Commission is also proposing today that the European Banking Authority (EBA) develop a Single Supervisory Handbook to preserve the integrity of the single market and ensure coherence in banking supervision for all 27 EU countries.

The Australian Minister for Climate Change and Energy Efficiency, the Hon Greg Combet MP, and the European Commissioner for Climate Action, Ms Connie Hedegaard announced today that Australia and Europe will be linking their emissions trading systems. A full two-way link, by means of the mutual recognition of carbon units between the two cap and trade systems, is to commence no later than 1 July 2018. Under this arrangement, businesses will be allowed to use carbon units from the Australian emissions trading scheme or the European Union Emissions Trading System (EU ETS) for compliance under either system.

The European Commission has announced the final and biggest ever calls for proposals under its Seventh Framework Programme for Research (FP7). In total, €8.1 billion is available to support projects and ideas that will boost Europe's competitiveness and tackle issues such as improving human health, protecting the environment and finding new solutions to challenges arising, for example, from urbanisation and managing waste. Universities, research organisations and industry will be among more than 15,000 funding recipients in around 1,300 projects. Around €2.7 billion will help cement Europe's place as a world class destination for researchers, mainly through individual grants from the European Research Council (€1.75 billion), and Marie Skłodowska-Curie Actions (€963 million) for research training and mobility. Some €1.2 billion is available for SMEs. All areas of the 2013 Work Programme are generally open to Australian research institutions.

It’s fashionable these days to write off Europe. The continent that gave us the democracy, the Renaissance, Einstein, the industrial revolution, modern medicine… And, in more recent times, the continent that has been a world leader in human rights, climate change, development assistance and peace-keeping. And yet, the fiscal challenges faced by Greece, Spain, and others — are so advanced and deep-set — so the argument goes - that Europe has lost its way. By comparison, the surging economies of Asia — first and foremost China — are expanding to a new position of leadership, eclipsing the European success of past centuries. This talk of European declinism is so advanced it’s even slightly ahead of American declinism. I have to say: I don’t accept this logic.

Organised in cooperation with the Institute for European Studies (IES), the MSc is specifically designed for BA graduates, allowing students to upgrade their working knowledge of the EU via a unique series of high-quality, interdisciplinary, policy-focused modules on EU policy-making. This new programme combines the 25-year international teaching experience of Vesalius College as an institute for higher education, with the broad research experience in European Studies of the IES, a Jean Monnet Centre of Excellence.

The Master thesis of one of the interns at the Delegation of the European Union to Australia, Ms Erika Karlsson from Sweden, was recently selected for the prestigious Familjens Jurist prize. She completed the thesis in the Faculty of Law at the University of Lund in 2011, before taking up the position of intern at the EU Delegation and the ANU Centre for European Studies.

Applications are sought for the 2012 European Union Qantas Journalist Award. The Award is open to an Australian journalist of not less than three years experience in the print or electronic media, who can satisfy the selection panel that he or she would benefit from a working visit to EU institutions and up to three Member States. Preference will be given to applicants in a position to increase Australian understanding of EU affairs by having material published or broadcast. Journalists must have their employer's written support and recommendation as well as confirmation they will be free to take up the program. Previous applicants are encouraged to apply.
