Legal framework

ACP-EU Partnership Agreement, signed in Cotonou on 23 June 2000, revised in Luxembourg on 25 June 2005 and in Brussels on 19 March 2010 provides a legal framework for relations between the EU and Eritrea. The overarching objective of the Cotonou Agreement is to promote the development of a common strategic approach to poverty reduction, consistent with the objectives of sustainable development and the gradual integration of ACP countries into the world economy. Cooperation between the Community and State of Eritrea shall pursue these objectives, taking into account the fundamental principles set out in Article 2 of the agreement, in particular the encouragement of "ownership" of the strategy by the country and populations concerned. The 'Cotonou Agreement' also recognises that 'Respect for all human rights and fundamental freedoms, including respect for social rights, democracy based on the rule of law and transparent and accountable governance are an integral part of sustainable development'.
