The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to Israel represents the European Union in Israel. It presents the EU's positions and interests to the Government of Israel, with the overall goal of advancing relations between the EU and Israel. The Finance, Contracts and Audit Section (FCA) is in charge of implementing and controlling financial transactions and contractual aspects of programmes and projects both with Israeli ministries and with the civil society in Israel.

We offer

We offer a post of Budget / Accounting Assistant . Under this post, the recruited person will be attributed functions depending on the needs of the Delegation and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of Finance, Contracts and Audit Section, providing support, expertise and assistance in the implementation and control of financial transactions and contractual aspects of EU external actions programmes and projects and assume the role of Audit Task Manager (ATM).

The ideal candidate should have eye for detail, be well organised, service-oriented, flexible, able to work under tight deadlines and pressure. Additionally, the position requires a resourceful team player who demonstrates an extensive ability to exercise confidentiality and professionalism at all times. The candidate must have good drafting and communication skills in English and Hebrew, especially in accounting and audit sectors. The candidate will be required to quickly attain competency with the European Union’s procedures and IT tools.

We offer a competitive position in an international environment. The base salary will depend on relevant and verified employment experience, typically starting from 13,866 ILS and including benefits package according to the Israeli Law.

Functions and duties:

Under the supervision of the Head of Finance, Audit and Contracts Section, the selected candidate will be responsible for the following tasks:

 -          Ensure the legality, regularity, internal procedures and sound financial management;

-           Provide advice on contractual, financial and budgetary matters to the personnel of the operational section and to the contractors to achieve correct and appropriate implementation of the projects;

-           Prepare and approve payments and ensure that they are financially and procedurally correct;

-           Establishment of the Annual Audit Plan based on the methodology and risk assessment guidelines;

-           Management of the audit/verification contracting process;

-           Close monitoring and coordination of audit/verification implementation with all relevant actors;

-           Follow-up of appropriate implementation of the audit findings/Action Plan through recovery of ineligible expenditure identified by audits/verifications;

-           Participate to "on the spot" checks and audit missions;

-           Ensure the preparation and implementation of procurement procedures (reviewing tender dossiers, ensuring coherence and compliance with EU procedures etc.);

-           Other activities in the interest of the service as required.

Eligibility Criteria

Minimum Requirements:

  • Professional qualification in accounting/audit/financial management/business administration or similar.
  • Minimum 5 years’ experience in accounting, audit, financial management or in similar duties.
  • Fluent in Hebrew and English (speaking, reading, writing)
  • Very good computer literacy, excellent knowledge of Excel
  • An Israeli citizenship or a valid work permit for Israel

Assets:

  • A university degree or an equivalent.
  • Knowledge of Arabic and/or other EU languages.
  • Knowledge of EU rules and procedures
  • Previous experience in International Organisations and/or embassie

The procedure

After the deadline for applications, the eligible applications will be reviewed by a Selection Committee set up for this purpose. The Selection Committee will prepare a short-list of candidates who are considered the most suitable for the post based on a preliminary assessment of the information provided in their application letter and the supporting documents. The short-listed candidates will be invited to an assessment phase, which will consist of an interview and a written test.

Only candidates admitted to each successive selection phase will  be contacted individually; The Delegation will use the same means of publication as for this job advertisement to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
