The European Union Delegation to Syria, sub-Office Beirut is looking for: Secretary in the Cooperation Section.

We are

The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

We offer

The post of Secretary (Local Agent Group III) in the Delegation’s Cooperation Section. The team consists of 8 people and there are occasional atypical working hours.
Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of Cooperation Section, providing support, expertise and assistance in the secretarial field.

Following main tasks and duties are currently required:

  • Provide assistance to the Head of the Cooperation Section in managing his agenda, filtering calls and noting messages, responding to requests of general nature or referring them to the relevant colleagues
  • Provide secretarial support for operational managers, particularly with reference to the registration of incoming/outgoing mail at section level and the initiation of files for circulation
  • Provide assistance in the preparation of negotiation reports, contracts, etc. falling under the competences of the cooperation section
  • Provide logistical support in the organization and the follow-up of meetings/missions
  • Manage the section information pertaining to leaves, absences and trainings records
  • Ensure that the archives and filling system of the section is well-organized, updated, and user-friendly
  • Schedule appointments and update calendar
  • Draft verbal notes, letters and general notes
  • Take minutes of meetings
  • Summarising studies and publications relevant to the delegation’s work and sporadic translation of documents (Arabic/English)
  • Any other task assigned

Fixed-term 3-year employment contract starting with a 3-month probationary period. The base salary will depend on relevant and verified employment experience; the exact salary range will be communicated upon finalizing the recruitment. There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances and a retirement savings plan.

The expected tentative start date will be on 01/03/2023. 

Minimum requirements / eligibility criteria (necessary for the application to be considered)

  1. Diplomas: To have either a post-secondary education attested by a diploma, or a secondary education attested by a diploma giving access to post- secondary education;
  2. Minimum of three years of professional experience working within multicultural/ international organizations, the private sector or governmental bodies;
  3. Working knowledge : Arabic C2, English C2 (written and oral);
  4. Medically fit to perform the required duties;
  5. Enjoys civil rights and permits for employment under local law.

Assets / selection criteria

Assets relevant to several tasks and duties:

  • High level of language skills (written, oral) in English and Arabic;
  • IT tools good computer skills on MS Word, Excel, e-mail applications and other relevant programs;
  • Time management and interpersonal skills; capacity of organizing and coordinating meetings and agendas;
  • Multitasking person with a sense of discretion, confidentiality and responsibility;
  • Very good communication and organizational skills;
  • Capacity to establish and maintain good interpersonal relations at work;
  • A sense of discretion, confidentiality and responsibility are important prerequisites for this post;
  • Ability to work effectively and independently in a multi-disciplinary and multi-cultural team;
  • Flexibility and ability to take initiative and work under pressure;
  • Excellent team spirit;
  • Knowledge of an official EU language is an asset;
  • Knowledge of Syria and its political, economic and/or legal environment is an asset.

The process

After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose.

Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates based assessment of the information provided in the cover letter, CV [interviews. At least 3 best candidates will be invited to the final interview,

Only candidates admitted to each successive selection phase will be contacted individually. The Delegation will use the same means of publication as for this job advertisement to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
