Geographical cooperation with the ACP countries under the 10th EDF is governed by the ACP-EC partnership agreement signed in Cotonou in 2000 and revised in Luxembourg in 2005. Geographical cooperation with the Overseas Countries and Territories (OCTs) is governed by the Overseas Association Decision of 27 November 2001, amended on 19 March 2007.
The European Council of 15-16 December 2005 adopted the financial perspectives for 2007-2013. In this context it was decided that geographical cooperation with the ACP (except that with South Africa) would not be integrated in the Community budget as proposed by the Commission ( budgetisation), but would continue to be funded through the existing inter-governmental European Development Fund (EDF) for the period 2008-2013.
The Member States, meeting within the Council of 17 July 2006, adopted the 10th EDF Internal Agreement. This Internal Agreement has been complemented by an Implementing Regulation adopted by the Council on 14 May 2007, describing how the 10 th EDF should be programmed and monitored, specifying further the role of the EDF management committee and paying particular attention to the mainstreaming of the aid effectiveness agenda in the programming process.
The Commission adopted the 10th EDF aid allocation criteria on 1 August 2007. The resulting aid allocations for the national indicative programmes were decided by the Commission on 30 October 2007. The 10th EDF has been allocated € 22.682 billion.
While some funds of the 10th EDF have been set aside for unforeseen needs, most are being programmed in a multi-annual framework for 2008-2013 (see the financial framework). Specific programming guidelines have been elaborated for national and regional programming and for intra-ACP programming. Country strategy papers, regional strategy papers and an intra-ACP strategy paper have been adopted by the Commission. Their implementation will be annually monitored and the strategies will be reviewed at mid-term (2010) and at end-of-term (2012). As a result of these mid-term or end-of-term reviews, the Commission may, on behalf of the Community, revise the strategies and resource allocation in the light of the current needs and performance of the ACP states or regions concerned.
