At the invitation of the Government of Haiti, the European Union established a mission to observe the legislative elections there on 21 April 2006.

The Government of Haiti was required to organise elections before 31 December 2005 in order to bring the transition period to a close. The delay was due to technical problems. The Chief Observer was Johan Van Hecke, member of the European Parliament.

The observers were deployed throughout the country. They met government and electoral officials, candidates and political parties, civil society representatives and the media.
