Ambassador Alexandre Stutzmann took up his function as Head of the EU Delegation to the Council of Europe in Strasbourg on 1st September 2026. He is the main representative of the EU towards EU Member States present in Strasbourg, representatives in the Parliamentary Assembly as well as third countries' missions and the Council of Europe Development Bank.

Ambassador Alexander Strutzmann

Ambassador Alexandre Stutzmann took up his function as Head of the EU Delegation to the Council of Europe in Strasbourg on 1st September 2026. He is the main representative of the EU towards EU Member States present in Strasbourg, representatives in the Parliamentary Assembly as well as third countries' missions and the Council of Europe Development Bank.  

Prior to his appointment to Strasbourg, he served as EU Ambassador to the West Bank, the Gaza Strip, and UNRWA.

He previously served at the European Union Delegation to the United Nations in New York, where he was the Special Advisor to the President of the 74th, 75th, and 76th Sessions of the UN General Assembly. In this capacity, he spearheaded key initiatives focused on Our Common Agenda and on Human Rights.

Having held several senior positions within the European Union since 2001, he has contributed to shaping external policies, most notably from a parliamentary diplomacy point of view. His term as the Director of External Policies in the European Parliament underscored his strategic vision and commitment to building positive relationships, both intra-institutionally and with key international partners. Before that, he served as the Diplomatic Adviser to three Presidents of the European Parliament.

Ambassador Stutzmann is a graduate of the Ecole Normale Supérieure and the Sorbonne in Paris; he further enhanced his expertise as a doctoral researcher at the European University Institute in Florence. His commitment to academic excellence extended to teaching as an adjunct faculty member at New York University, and since then by periodically teaching at several European and American graduate institutions.
