Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

We offer

We offer a post of Policy Officer . Under this post, the recruited person will be attributed functions depending on the needs of the Delegation. Upon recruitment, the successful candidate will occupy a specific job function as Press and Information Officer – this job function may be changed in accordance with the needs of the Delegation. Under this job function, the successful candidate will assist the Political Counsellors in carrying out their political functions in Afghanistan in one or more of the following areas: domestic politics, human rights, governance, migration, if applicable elections, anti-corruption, counter-terrorism, rule of law and any other theme on request. In particular his/her task include to monitor and report on the main political developments in Afghanistan and the region to handle specific portfolios assigned and report on progress made on a regular basis, to maintain an extensive and active network of Afghan and international interlocutors, in particular in areas relevant to specific portfolios assigned, to contribute to regular office reporting and provide reporting/ updates on specific subject matters as requested, to occasional travel outside Kabul within the country – if security assessment allows - to gather information and liaise with partners, to assist in setting up meetings and working groups, and when requested, providing written and oral translation/ interpretation if needed and to perform other duties as and when requested.

The recruited person will work in a multicultural working environment, The fixed Term Employment contract is of one year duration, starting with a 3 months probationary period. The length of the working week shall be 37.5 working hours. The Delegation premises are located at Charahi Sedarat Shaare-Naw, Kabul Afghanistan.

The post falls under Group 1 of the Delegation’s salary scheme. EU salaries in Afghanistan are highly competitive. The exact amount will be communicated upon finalizing the recruitment. Selection Criteria

Minimum Requirements:

  1. Medically fit to perform the required duties;
  2. Enjoys civil rights and permits for employment under local law;
  3. Relevant University degree (preferably in political science, law, communication or international relations).
  4. Minimum three (3) years of working experience after graduation in a relevant field with the UN or comparable international or inter-governmental organisations in a similar role.
  5. English C1; proficiency in Persian / Pashto (written and spoken);
  6. Good computer skills on MS Office tools.

The following will be considered an asset:

  1. Knowledge about the European Union
  2. Knowledge of another European or Afghan language
  3. Experience of work in Experience of Work in Political Communication;
  4. Experience of work in Diplomatic Mission, International Organization or Public Institution

The procedure

After the deadline for applications, the applications will be reviewed by a Selection Committee set up for this purpose. The Selection Committee will prepare a short-list of candidates who are considered to be the most suitable for the post on the basis of a preliminary assessment of the information provided in their application letter and the supporting documents. The short-listed candidates will be invited to an assessment phase, which may include an interview if necessary – during this phase, the Selection Committee will assess the suitability of the candidates for the post.

The candidates who have not been short-listed will not be contacted individually; however, the Delegation will use the same means of publication as for this Vacancy Notice to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
