Overall Objective

Improve the capacities of the Albanian State Police (ASP) and the General Prosecutor Office (GPO) to meet their objectives of tackling serious and organised crime and drug trafficking in a proactive manner, and of responding to local community needs concerning public security and border management challenges in terms of flow of migrants and asylum seekers.

Activities

Delivery of Technical Assistance to increase the professional skills of law enforcement institutions and prosecution services in compliance with the best EU practices in the following areas:

• Fight against serious/organised crime, corruption and financial crime with focus on investigation and prosecution capacities and proactive investigation skills
• Fight against terrorism
• Integrated Border Management with particular focus on the challenges of irregular migration and asylum seekers
• Strategic planning and coordination capacities of ASP, GPO and Ministry of Interior
• Management of human and financial resources of the Ministry of Interior, ASP and GPO

Expected Results

• Enhanced investigation, prosecution capacities and proactive investigation skills of ASP, prosecution offices and other relevant agencies in the fight against corruption, financial crime, serious/organised crime
• Enhanced prevention, investigation and prosecution capacities of the project beneficiaries in the fight against terrorism
• Strengthened Integrated Border Management capacities
• Enhanced strategic planning and coordination capacities of the beneficiaries and their supporting structures
• Improved beneficiaries’ capacities to plan and manage their human, financial and technical resources
