Enhancing the protection of human rights of prisoners in Albania

Summary

The Action aims to enhance the protection of human rights of prisoners in Albania by assisting the Albanian authorities in:

introducing an effective human resource recruitment and management model and sustainable provision of training for prison staff;

strengthening the provision of health care services to the prisoners with a particular focus on detainees with mental disorders, including the development of a suicide prevention strategy;

preparing and piloting rehabilitation and reintegration programmes for prisoners in parallel with the application of a standard risk and needs management system;

improving the differentiated treatment of vulnerable groups of prisoners.

 

Overall Objective



Strengthening performance capacities of the penitentiary system to ensure human rights protection of prisoners in Albania. 

Expected Results

the action contributes in improving the organisational and performance capacities of the penitentiary system to ensure human rights protection for prisoners; 

ensures improved provision of health care in prisons, particularly for prisoners with mental problems and for forensic patients; 

enhances the rehabilitation of prisoners through the application of a well-defined individual sentence planning and reintegration programmes for offenders.

Activities

The project enumerates more than 60 activities, some of the most important include:

ToT for teachers of the Training Center

Revision and production of training modules for prison staff

Development of the Trainers Workbook and methodology

Assessment of career development policies for prison police and civil staff

Revision of pertinent legislation and sublegal acts

Assessment of current standards on the provision of mental  

health care in prisons 

Drafting of Standard Operating Procedures (SOPs) on the provision of mental health care in prisons

Piloting of SOPs for improved mental health care services

ToT on recognition and management of common mental health disorders in prisons

Content based trainings on suicide prevention and self-harm

Coaching on the new instruments of Risk and Needs Assessment (RNA) and Individual Sentence Planning (ISP)

Piloting of RNA and ISP in three pilot prisons

Development of a roadmap for improving the treatment of forensic psychiatric patients

Development of the strategy for improving educational and employment opportunities for prisoners

Development and piloting of programmes for women in prison.
