The German Foundation for International Legal Cooperation (IRZ) is recruiting a Key Expert for the EU-funded project "Technical Assistance project to support the implementation of the Cross-Cutting Justice Strategy in Tirana, Albania"

Project Background

The overall objective of the project is to strengthen the capacities of the Ministry of Justice and the independent justice institutions to implement the Cross-Sector Justice Strategy (CSJS) and its Action Plan.

The purposes of this contract are as follows:

  1. Strengthen the capacities of the Ministry of Justice to effectively implement the CSJS;
  2. Assist the judiciary to coordinate in the framework of the CSJS and respective Action Plan;
  3. Assist the judiciary to collect data and report on results of the implementation of the CSJS;
  4. Strengthen capacities of the judiciary to communicate on justice reform and the results of implementation of the CSJS and its Action Plan.

Minimum up to 280 man-days have been planned for this assignment, depending on the needs of the project incl. 10% homebased days.

Expert profile/Requested qualifications

Qualification & skills

  • University degree in communication, public relations or another relevant discipline or, in its absence, at least 5 years of equivalent professional experience in communication additional to general professional experience.

General professional

experience

  • At least 8 years of experience in communication and/or public relations, visibility, marketing including experience in developing and implementing communication and visibility policies or strategies.

Specific professional experience

 

  • Experience in at least two similar projects involving design, and/or management of communication and visibility plans related to public sector reforms; each experience of at least six months.
  • Proven experience in online communication/social media.
  • Experience in the implementation of strategic communication in relation to the EU accession reform processes and more importantly in relation to the justice sector will be considered as an asset.
  • Experience in training and on-the-job capacity building will be an asset

Eligible candidates will be evaluated and shortlisted against the above listed qualifications. The final selection will be based on the requested qualifications and IRZ reserves the right to award the positions based on the received letter of interest/CVs.

Eligibility Requirements

In order to participate in the selection procedure, on the date of sending the application, all candidates must fulfil the following eligibility requirements:

  • No criminal convictions and no measures concerning the application of preventive measures, civil decisions and administrative measures registered in the criminal record or for any crime which determines the inability to contract with the Public Administration;
  • Not subjected to criminal proceedings;
  • Fulfil the requirement of independence and no condition of incompatibility or conflict of interest (financial, business, work or other relations) with the Project Stakeholders / Albanian Justice Sector institutions;
  • Albanian civil servants are not eligible.
