Market assessment and expression of interest - EU4Rivers
The European Union (EU) has delegated the Austrian Development Agency (ADA) to implement the project “EU for Water” - Component 1& 2 (“EU4Rivers”). The overall objective is to maintain or improve Albania's water bodies and marine quality status. The specific objective is to increase Albania’s approximation with the EU water acquis. Within the specific objective, the following outputs are foreseen:

Output 1: The overarching IWM legal and institutional framework is substantially enhanced in line with the requirements of the EU acquis (Water Framework Directive/WFD and other water-related directives).

Output 2: The Implementation of River Basins Management is increased in all river basins in line with the requirements of the WFDs

Output 3: Water monitoring, reporting and enforcement are sustainably enhanced in line with water-related EU Directives' requirements.

Output 4: The strategic and institutional framework for the implementation of the MSFD is established.
To address the needs of Albanian institutions and public in line with the above mentioned outputs, EU4Rivers provides its support through professional technical expertise and equipment/supply. In that context, the project is looking for expression of Interests (EoI) in different areas from qualified and experienced experts/consultancies (legal entities) that might be invited to submit offers.
Interested candidates who have been engaged previously with ADA and/or have expressed their EoI in the past are requested to submit their updated CV accordingly.
At this first stage, candidates who meet the requirements as specified in the following areas are invited to submit their EoI:

Experts with background in Law, Environmental Management or similar field, with at least 7 years of professional experience in water sector, in drafting and implementing transboundary agreements and supporting transboundary mechanisms are eligible/invited to apply. |

GIS/ Cartography expert |
Experts with background in GIS/Cartography, Geoinformatics, Environmental Engineering or similar field, with at least 7 years of professional experience in GIS data management, spatial analysis and preparation of thematic maps relevant to water status assessment are eligible/invited to apply. |

Hydrologist / Climate Change and Drought Risk Assessment Expert |
Experts with background in Hydrology, Water Resources Engineering Environmental Management or similar field, with at least 7 years of professional experience in hydrology and water-resources assessment, including but not limited to experience in climate-change impact assessment, drought analysis or climate-resilient water management are eligible/invited to apply. |

Hydrogeologist / Groundwater Status Assessment Expert |
Experts with background in Hydrogeology, Geology or similar field, with at least 7 years of professional experience in hydrogeology or groundwater management, groundwater monitoring, status assessment or implementation of EU water legislation are eligible/invited to apply. |

Environmental / Surface water Status Assessment Expert |
Experts with background in Hydrology, Environmental Management or similar field, with at least 7 years of professional experience in water or environmental assessment, including surface-water monitoring, and ecological and/or chemical status assessment under the EU Water Framework Directive are eligible/invited to apply. |

Environmental economist |
Experts with background in Environmental Economy, Public finance Management or similar field, with at least 7 years of professional experience in economic/financial analysis, cost estimation, or public investment planning, of which a minimum of 5 years of experience in investment cost estimation and economic assessment for environmental/infrastructure programmes are eligible/invited to apply. |
The respective EOI must be sent to eu4rivers@ada.gv.at by 21September 2026 indicating “Area: __/EU4rivers” in the subject and including a CV in English language using the standard EU format, a cover letter and up-to-date extract from the Register of Companies or equivalent certificate issued by a court or administrative authority.
The submitted documents (CV and other documents) are foreseen to be used for later procurement procedures and interested experts might be invited. ADA will retain the personal data until the finalization of the EU4Rivers project, which is currently planned for 30.09.2028.
