A Practical Guide to Help Businesses Prepare for Extended Producer Responsibility (EPR) law implementation

As Albania advances its transition towards a circular economy and closer alignment with European Union environmental standards, businesses play a central role in shaping a more sustainable future. In this context, the EU4Green Project, funded by the European Union, has developed the Extended Producer Responsibility (EPR) – A Practical Guide for Businesses” as part of the national awareness campaign “Reduce, Reuse, Recycle for a Greener Albania.” 

The guide is designed as a clear, practical, and user-friendly reference tool to support businesses in understanding and preparing for the upcoming implementation of the Extended Producer Responsibility system. It translates legal and policy requirements into concrete, step-by-step actions that businesses can realistically apply, regardless of their size or sector.

Through simple explanations, practical examples, checklists, and EU best-practice case studies, the guide helps producers, importers, and distributors understand whether they fall under the EPR system, what their new responsibilities will be, and how they can comply efficiently—either individually or through Producer Responsibility Organisations (PROs). Importantly, it also highlights how EPR can move beyond compliance and become a strategic opportunity to optimise packaging, reduce costs, improve brand credibility, and strengthen access to European markets.

The guide reflects the Chapter 27 broader objective: to empower the private sector with practical knowledge, reduce uncertainty during the transition phase, and support Albania’s shift towards sustainable production and consumption models in line with EU environmental acquis.

By equipping businesses with clear guidance and actionable tools, this publication aims to ensure that Albanian enterprises are not only ready for EPR, but also well-positioned to turn environmental responsibility into a long-term business advantage.
