From February 2023 onward, the French National Institute of Public Service (INSP) (ex-ENA) will implement, together with its academic European partners, a traineeship programme dedicated to young Albanian civil servants.

This programme will give to 25 civil servants the opportunity to undertake practical training, mentoring sessions, study visits and internships in EU Member States schools and public administrations.

Under the authority of the INSP Project Leader, a Resident Key Expert (RKE) is responsible for the operational implementation of the project.

The RKE will benefit from the services of an assistant who will intervene to collaborate with her in her daily work of steering, executing and monitoring activities related to the project as well as on the communication of the project.

As such, the INSP, a French body based in Paris, coordinator of the project, recruits:

  1. Structure of work

Position title: Assistant to the Resident Key Expert.

Place of work: Department of Public Administration (DoPA), Tirana, Albania

Hierarchical reference: the Resident Key Expert (RKE)

Under the direct authority of the RKE, the assistant works closely with the institutional partners of the project.

Contractual nature of the work: self-employed activity on the basis of a standard service contract, the service being paid for on presentation of an invoice.

Nature of the contract: contract under French law.

Taxes, duties, social charges: the assistant, as a service provider, will be fully responsible for the payment of all taxes and obligations, in connection with his activity within the framework of this project, which result from the legislation in force in Albania.

Insurance: the assistant, as a service provider, will take out and maintain at his/her own expense the civil and professional liability insurance policies covering bodily, material and/or immaterial damage that may result from the performance of the Services. S/he will provide proof of all the above to the INSP. The assistant, as a service provider, will take out and maintain at his/her own expense the insurance policies covering the risks of illness or accident at work.

Duration of the mission: approximately 8 months, from recruitment, until May 31st, 2024. The successful candidate is subject to a three-month trial period. The contract is valid from the date of its notification by the INSP, for the entire duration of the project. It is subject to extension if the project itself is extended.

Working time: The assistant works full-time as part of the project (on average 20 days a month)

Proposed remuneration: 60 EUR per day

Terms of payment: the payment of fees is made upon presentation by the assistant of invoices in due form, accompanied by a timesheet validated by the RKE, according to a periodicity to be negotiated. The fees are paid to the assistant by transfers from France to his/her account.

  1. Missions

General objective:

Intervener in daily support to the RKE, the assistant ensures tasks related to the steering, execution and monitoring of the activities of the project. The assistant also participates in the communication of the project.

Responsibilities:

He/she works full-time as part of the project and will have the following tasks:

- To assist the RKE in her contacts with Albanian counterparts, in particular executives and officials of the DoPA;

- To contribute to the preparation of conferences, seminars and training workshops in Albania and of the internships and study visits to the EU partner countries (France, Germany, Italy, Greece, Croatia);  plan for the organization and logistics necessary for the activities (venue reservation, verification of computer equipment, printing of documents, etc.).

- To organize travelling and stays in Albania of experts from the partner countries, and Albanian trainees in these countries;

- To provide support in the administrative and budgetary follow-up of the project and the drafting of the various project reports.

- To contribute to actions in the field of communication and visibility, in compliance with the communication policy defined by the European Union;

- To research and synthesize information as part of the preparation of project activities;

- To occasionally arrange translation tasks from Albanian to English and from English to Albanian.

  1. Profile

Education: Graduate degree (minimum bachelor's degree), preferably in public administration, law, political science, economics and management

Essential skills and knowledge:

  • Excellent command of English and Albanian, writing skills;
  • French would be an asset;
  • Minimum of three years' experience required, preferably in the administration and the management of projects (e.g. international cooperation project);
  • Rigor, autonomy, organizational skills;
  • Administrative skills and in budget management;
  • Good interpersonal and communication skills;
  • Computer skills (proficiency in MS Office, Word, Excel, Power Point, Internet or Open Office);
  • Ability to work in a team;
  • Motivated, proactive, flexible and responsible person;
  • Availability and strong working capacity;
  • Good general knowledge (knowledge of the public service sector).
