Summary

This is a Technical Assistance project to Albanian Municipalities with the purpose of supporting socio-economic development of the areas affected by drug and illicit cultivation. In practice, it is expected that municipalities will improve their technical capacities in applying for EU grants to finance initiatives to support and facilitate the economic and social development of their communities and to improve their service delivery. 
More specifically it supports the 5 grantee municipalities to manage effectively and efficiently the grant contracts. The project team has already started 
 

Overall Objective

The global objective of this assignment is to support the socio-economic development of communities vulnerable to cannabis cultivation and trafficking.  The three specific objectives are: 
SO1: Assist the municipalities contracted as grant beneficiaries to manage effectively and efficiently the grant scheme entitled: EU for socio-economic development (as alternative to drugs cultivation and trafficking) in line with all applicable rules
SO2: Support the EU Delegation in monitoring the grant scheme
SO3: Support the Ministry of Interior and its Agencies to gather and analyse data and information on the implementation of the grant scheme, in relation to the National Anti-Drugs Strategy and the Action Plan for 2017-2020

Expected Results

R1.1: The capacities of municipalities are reinforced in terms of EU grant management
R1.2: The municipalities manage the EU grants effectively and efficiently
R2.1: The second call for Proposal under IPA 2018 “EU for socio-economic development (as alternative to drugs cultivation and trafficking)” is successfully launched
R2.2: The grant scheme is monitored on a quarterly basis and visual evidence of its progress is gathered
R3.1: The Ministry of Interior and its Agencies have gathered detailed information/data on the current situation of public services delivery in areas affected by drugs production and trafficking at municipal level
R3.2: The Ministry of Interior and its Agencies have gathered detailed information/data on the impact of the IPA 2018 Programme on the National Anti-Drugs Strategy and the Action Plan for 2017-2020 at municipal level.
Activities
Trainings for the 1st and 2nd Call grantees on: 
Management and Implementation of EU funded grants
Tender dossiers and procedures in compliance to PRAG
Financial Management of EU funded grants
Communication and Visibility training
Preparation of Narrative Interim and Final Reports
Preparation of Financial Interim and Final Reports 
On-demand help desk provision through phone calls and emails on specific issues related to contract management for grantee municipalities Assistance with the implementation of the visibility component in the grants.
On-site support to grantee municipalities for ensuring the swift implementation of the grant contracts and coordination of activities involving the grant beneficiaries and any partners. (procurement, reporting)
Organisation of 3 annual events/workshops on lessons learned and best practices in implementation of IPA 2018 grant scheme; 
Draft risk management process; Adaptation, development of monitoring approach/timeline and format for reporting; 
6 months monitoring of grants under 1st and 2nd call for proposals
Final monitoring report on grant scheme incl. lessons learned re. Implementation of grants;
Provision of support as required by the Contracting Authority in the launching of calls for proposal under the IPA 2018 “EU for socio-economic development (as alternative to drugs cultivation and trafficking)”, including the organisation of information sessions (facilitation and logistics).
Support to visibility and information related to 2nd call for proposals;
Identification of success stories;
Input to new guidelines related to 2nd Call for Proposals; 
Lessons learned & impact and best practice (from Grant Scheme implementation) focused on anti-drugs (cultivation and activities);
Enrich and support the Anti-Drugs Strategy and the Action Plan; 
Steering Committee Meetings;
Horizontal activities (coordination and information meetings)
