We are

The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

 

The mission and tasks of the EU Delegation to Albania are the following:

  • Facilitate development of political and economic relations between the EU and Albania and helping Albania in its path towards integration into the EU;

  • Managing EU Assistance programmes;

  • Disseminating information on the EU, informing the Albanian general public, decision makers and opinion formers about the integration process, EU institutions and its policies.

 

We offer

We offer a post of Accounts clerk, Local Agent group III, in the Delegation’s Finance, Contracts and Audit section. Under this post, the recruited person will be attributed functions depending on the needs of the Delegation. Upon recruitment, the successful candidate will occupy a specific job function as Accounts clerk – this job function may be changed in accordance with the needs of the Delegation.

Under this job function, the successful candidate’s main duties, under the supervision of the Head of Section, are going to be:

  • Initiate, prepare and review the financial transactions (budgetary commitments, contracts, agreements, amendments, pre-financing, cost claims, clearing of pre-financing, interim and final payments, recovery of funds, forecast of revenues, guarantees, waivers, bank account fiches, closures, etc.) addressing all legality, regularity, financial, accountancy and budget aspects

  • Draft financial aspects of contracts, draft documents linked to financial operations (addenda, payment orders, recovery orders, debit notes)

  • Participate in tender and grants evaluations as secretary of the Evaluation Committee

  • File financial documents, correspondence and returned files and requests for clarification, according to filing rules

  • As Document Management Officer (DMO) initiate and coordinate elaboration of archiving and document management procedures, including internal planning, coordination and reporting

  • Support the Delegation's archiving system, ensuring completeness of project master files and regular update of inventory of items including their physical protection and transfer to the Historical Archives in Headquarters

  • Ensure the application of the rules and concepts concerning in particular registration, filing, conservation and transfer of documents (both paper and electronic) and assist colleagues in this regard

  • Ensure access to the documents (both paper and electronic) concerning the activities of the Delegation, taking account of the relevant provisions concerning security and data protection

 

Place of employment is Tirana, Albania. The contract signed with the selected candidate will be subject to local legislation. The length of the working week is 37.5 hours, from Monday to Friday. The salary range is dependent on relevant and verified prior work experience. It starts from ALL 147,552.00 (gross salary for a selected candidate with at least 2 years of relevant and verified experience). Selection Criteria

Minimum Requirements:

  1. Medically fit to perform the required duties;

  2. Enjoys civil rights and permits for employment under local law;

  3. Good knowledge of English and Albanian – ability to understand, read, speak and write in English B1;

  4. Post-secondary diploma;

  5. At least 1 year of proven job-related experience with document management;

  6. At least 1 year of proven job-related experience in finance, contracts and procurement tasks;

  7. Good level of computer literacy (Word, Excel, etc.).

 

The following will be considered an asset:

  1. Knowledge of archiving methods

  2. Knowledge of the EU institutions

The procedure

After the deadline for applications, the applications will be reviewed by a Selection Committee set up for this purpose. The Selection Committee will prepare a short-list of candidates who are considered the most suitable for the post based on a preliminary assessment of the information provided in their cover letter, CV and evidence on education and professional experience.

 

The short-listed candidates will be invited to an assessment phase, which will include a written test and an interview. Only the best candidates of the written test will be interviewed. The Selection Committee will then assess the suitability of the candidates for the post based on the results of the written test and interview.

 

The candidates who have not been short-listed for the written test will not be contacted individually; however, the Delegation will use the same means of publication as for this Vacancy Notice to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
