EU4LEA is looking for one Finance Officer to provide support to the project  



European Union for Law Enforcement in Albania EU4LEA - is an EU-funded technical assistance project with an element of supply, aimed at supporting Albanian Law Enforcement Agencies and Judicial Authorities in achieving their institutional objectives and aligning their performance to EU standards.

The main beneficiaries of EU4LEA assistance are the Ministry of Interior, the Albanian State Police, the General Prosecutor’s Office and District Prosecutor offices and SPAK (SPO and NBI). Secondary project beneficiaries include the Albanian FIU, Customs and Tax authorities, AASCA, Ministry of Justice, etc. The final project beneficiaries are the Albanian citizens.

EU4LEA is implemented by the Ministry of Interior of the Republic of Italy as the lead partner in consortium with the Federal Ministry of Interior of the Republic of Austria and the International and Ibero-American Foundation for Administration and Public Policies (FIIAPP)-Spain as the other two implementing partners of the project. EU4LEA started its implementation on 1st June 2022 and is expected to last twenty-four months.


The Finance Officer will be accountable for monitoring the progress of project’s accounting and financial data, and the efficient management with accurate information in the areas of costs, budgets, payroll and forecasting. The Finance Officer will report to and will work under the responsibility of the Team Leader.



Essential Skills and Experience

  • A university degree in economics, finance or a related field, with working experience in the financial sector;

  • Alternatively, strong professional background gained in the financial sector performing similar tasks or holding similar positions.

  • Sound knowledge of EU financial and budgetary regulations;

  • Proficiency in English and Albanian both orally and in written form;

  • Strong technical and organisational skills including analytical and problem-solving skills;

  • Proficiency in IT including a good working knowledge of current Financial and Microsoft Office packages and office equipment skills;

  • Strong interpersonal skills with ability to maintain good internal and external relationships and networks;

  • Flexibility and maturity of judgement;

  • Ability to work well with others under deadline situations and respond to changes in priorities;

  • Ability to understand and respect all confidential classifications (both government and trade nature) of any government or trade documents, statements or other information he/she may be given during the exercise of his/her duties.



Key Tasks and Responsibilities

  • Manages the finances of the project and ensures that all project expenditure incurred is authorised and recorded in line with EU and internal project guidelines;

  • Reconcile all accounts including bank & cash transactions, assist in preparing financial statements including revenue & expenditure, performance to budget/variance, Key expenditure tracking and cash flow.

  • Prepares the budget proposals for consideration by the Team Leader;

  • Maintains the journal and prepare monthly, biannual and final financial reports;

  • Monitors budgetary expenditure in accordance with approved guidelines and regulations;

  • Conducts analysis of financial reports and statements;

  • Prepare budget amendments and pre-financing payments for the Contracting Authority in compliance with the EU financial guidelines;

  • Prepare biannual forecast of expenditure based on the Action activities and follow up disbursement of funds;

  • Prepare VAT reimbursement requests and follow up refunding procedure.

  • Reports to Team Leader any anomalies in the budget or overspending;

  • Reports to Team Leader on project cost-effectiveness, any opportunities for additional billings, the remaining funding available for the project;

  • Ensures value for money in respect of expenditure;

  • Prepares and reviews invoices, ensuring they reconcile to revenue and system reports, reviewing support documentation; obtains Team Leader’s approval and sends them to the contractors in a timely fashion;

  • Reviews time sheets for work related to the project and obtains Team Leader’s approval;

  • Compiles information for internal and external auditors, as required;

  • Insures timely payment of any related project taxes;

  • Carries out all reasonable duties as required by EU4LEA Management or line supervisors.


Type of contract: consultant.

Duration of the contract: 12 months + probation period of 5 months.

Indicative monthly salary: 1.900 EUR (gross)

Conditions of engagement: before the contract is concluded by EU4LEA, the successful candidate will have to declare any conflict of interest. The work place will be in Tirana, Albania.

Probation period: Engagement for this post is subject to the successful completion of a probationary period of 5 months. EU4LEA reserves the right to terminate the contract of employment during or at the end of the probation period.



We offer the post of Finance Officer. Under this post the recruited person will be attributed functions depending on the needs of the EU4LEA project. Upon recruitment the successful candidate will occupy a specific job function as Finance Officer. Under this job function the successful candidate will report to and will work under the responsibility of the Team Leader.

The successful candidate will be fluent in English and Albanian and with strong technical skills in their given field. He/she will have excellent interpersonal skills and will be able to work effectively on an independent basis as well as part of a team. Previous experience of working on EU-funded projects would be a strong asset.
