Strengthening the local service delivery capacities (municipal services, centers for social work) increasing their effectiveness and efficiency through better design and planning of both economic and social strategies and action plans, are indirectly increasing opportunities for employment, or improving access to public services, with focus on the most vulnerable categories of the population in target localities.
