Prekogranična saradnja u okviru IPA-e kombinuje ciljeve kohezije i spoljnih odnosa, uzimajući u obzir specifične pojedinačne potrebe pograničnih regija. Prioriteti u okviru IPA CBC programa obuhvataju sljedeće:

  • podrška prekograničnoj ekonomskoj, socijalnoj i teritorijalnoj saradnji u pograničnim oblastima te podsticanje socijalno-ekonomskog razvoja pograničnih regija;
  • rješavanje zajedničkih problema u oblastima poput životne sredine, prirodnog i kulturnog naslijeđa, javnog zdravstva, preeencije i borbe protiv organizovanog kriminala;
  • obezbjeđenje efikasnih i sigurnih granica;
  • promovisanje zajedničkih manjih aktivnosti lokalnog karaktera (“ljudi ljudima”);
  • podrška mrežama, te pripravnosti i pristupu u hitnim slučajevima.

Prekogranične programe usvaja Komisija, a zajednički ih sprovode zemlje partneri putem zajedničkih poziva za dostavljanje prijedloga koji se odnose na čitavu programsku oblast, sa obje strane granice.
