Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy. 

The EU Delegation to the Botswana and SADC in Gaborone works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Botswana government in areas that are part of the EU’s remit.

We offer

The post of Accountant (Local Agent Job Profile of Account clerk, Group III in the Delegation’s Administration Section, under a fixed-term employment contract of two years, with a possibility of renewal under reserve of budgetary availabilities and operational considerations. For internal candidates holding an indefinite-term contract, alternative contractual arrangements may apply in accordance with institutional policies. The team consists of 9 people and there are occasional atypical working hours.

Under this post, the recruited person will be attributed to functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of Administration, providing support, expertise and assistance in accounting, budget monitoring and reporting, and administrative support.

The following main tasks and duties are currently required:

ACCOUNTING

  • Act as initiating agent in the Delegation’s financial management system: reception and verification of incoming invoices and internal requests for payment, check against related documentation (contracts, purchase orders, order forms, internal documents, etc.)

     

  • Register purchase orders and commercial invoices, internal documents or credit notes in the Accrual Based Accounting financial system and ensure payment within the deadline, in accordance with the EU Financial Regulation

     

  • Maintain the database and ensure the approval of contractors in the financial system (Legal Entities, Bank Account, Financial Identification of contractors and members of staff)

     

  • Encode the requests, commitments and de-commitments in the budget forecast software, in the accounting system and in the mission management software

     

  • Processing of LOCPAY payments in the Delegation Bank account together with centrally created payments and monitoring bank transactions and account balances regularly; managing proofs of payment

     

  • Maintain and regularise ‘Hors Budget’/suspense accounts entries, and process revenues and VAT refunds

     

  • Execute and monitor Political, Press and Information budget in accordance with the rules contained in the Financial Regulations

 

BUDGET MONITORING AND REPORTING

  • Follow up, adjust and verify the execution of the authorised budget, in compliance with the financial regulations

  • Prepare and follow up budget requests

  • Assisting in the preparation and follow up of annual and interim administrative budget

  • Prepare the monthly closure / bank reconciliation / monthly reporting / petty cash regularisation / bank account replenishment and financial year end processes

  • Provide financial information and support to operational sections

  • Prepare files for "ex-post control" requests

 

ADMINISTRATIVE SUPPORT

  • Upload manual invoices in MIPS+, calculate mission costs estimates, calculate and process mission advances and assist in verification of mission and domestic cost claims, and representation expenses

  • Assist with procurement procedures: prepare purchase orders and order forms, upload contracts in the dedicated platform

  • Prepare the monthly payroll for local agents (including the calculation of overtime, salary arrears, income tax returns, severance pay, etc.) and provide assistance in the management of rights and obligations of expatriate staff (e.g. removals, temporary accommodation, etc.)

  • Any other task, such as backup functions, or ad hoc tasks relating to the activities of the Section and the Delegation.

 

The base salary will depend on relevant and verified employment experience, typically starting from BWP 19,366 per month.  There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances and a retirement savings plan.

The expected start date will be 3 August 2026.

Minimum requirements / eligibility criteria (necessary for the application to be considered)

  • Minimum of secondary education diploma followed by post-secondary degree in accounting, finance, business administration or similar

  • Minimum of 3 years of experience in accounting, finance, or business administration. The professional experience must be acquired after the date on which the qualification allowing access to the post was obtained. 

  • Excellent knowledge (C2) of English

  • Excellent knowledge of Excel and proficient use of standard office technology and systems.

  • Right to residence and work in Botswana

  • medical fitness to carry out the tasks assigned

 

Assets/selection criteria (basis for awarding points to select the best applicant)

  • University degree in accounting, finance, business administration or similar

  • Professional certification as a Chartered Accountant

  • Good command of Setswana

  • Comprehension of French

  • Work history in payroll administration and budget monitoring and reporting

  • Experience in a diplomatic mission, a development agency or in a multi-cultural international setting

  • Experience working with the European Union policies and procedures

  • Knowledge of the EU Financial Regulation and the relevant financial rules and accounting policies and practices

  • Knowledge of EU corporate financial systems used in the processing of financial, accounting and budgeting records

  • Ability to use and interpret quantitative information

  • Attention to detail, focus on accuracy of information and ability to identify data discrepancies and operational problems

  • Team-work fluency, high flexibility, and capacity to work under pressure

  • High degree of integrity, confidentiality and responsibility

The process

After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose. 

Successive phases of Selection will include shortlisting of candidates based on assessment of the information provided in the cover letter and CV. The first 10 highest ranked candidates will be invited to practical testing followed by interviews. At least 4 of the best candidates after the testing will be invited to the final interview subject to prior submission of their education and employment certificates.

Only candidates admitted to each successive selection phase will be contacted individually. The Delegation will not supply additional information or discuss the selection procedure. During the selection process, please do not contact the members of the Selection Committee, but address your questions and comments to the Delegation’s Administration.

The successful candidate will be subject to a medical check and background check including good standing as citizen before recruitment.
