The European Union (the Seller) is selling its former premises used as office of its EU Delegation in Botswana and inviting individuals or entities interested in buying this property (the Bidder) to submit an offer.

The property is an office building of 338 m² on a 1394 m² plot of land situated at plot 68 President Drive, Gaborone.

The gated property is situated on a plot measuring 1,394 m², surrounded by perimeter walls on 3 sides with a fence on the 4th side. It is located in a quiet, combined residential and ambassadorial neighbourhood, at 300 m from the Presidential statehouse. The built up area consists of a double storey house, which was converted into an office and two other smaller structures at the back of the property, as well as a guard house close to the entrance gate.

The main house is 319.2 m2 in size. The ground floor is made up of a reception area, bathroom, kitchenette, small veranda and 4 offices. A stairway connects the ground floor and top floor, which is made up of a server room, a bathroom, a balcony and 4 offices.

The larger of the 2 structures at the back used to be a guest cottage and was converted into an archive storeroom.  The cottage comprises of 2 large rooms and a bathroom totalling 122 m2. The storage area next to the cottage comprises of a toilet and 3 rooms.

The property is surrounded by matured trees ensuring shade and ambience. The property is currently connected to BPC and Water Utilities. The building needs a complete refurbishment.

Site visits

The property can be visited during working days until 23rd May 2024 upon confirmation of appointment by the Delegation. The email address to request an appointment is delegation-botswana-hoa@eeas.europa.eu.

Visits are limited to 2 (two) persons per Bidder who must present their ID card and provide their contact details for security reasons.

Submission of offers

You must submit your tender exclusively by electronic mail to delegation-botswana-tenders@eeas.europa.eu. The tender must be received no later than 24th May 2024 at 12.00 local time.

The offer must be submitted in English and use the template at the end of this document. The offer must be submitted duly signed and dated by the Bidder.

It must be perfectly legible to avoid any misunderstanding on text or figures.

The offer must mention the name of the Bidder (individual or entity). If the Bidder is a natural person (individual), the offer must include a copy of his valid ID or passport. If the Bidder is a moral person (entity), the offer must enclose:

  • a copy of the valid ID or passport of the persons authorised to represent the Bidder, and
  • a legible copy of the notice of appointment of the persons authorised to represent the Bidder in dealings with third parties and in legal proceedings.

Financial data of the offer must be expressed in EUR or in Botswana Pula. For References to amounts originally expressed in a different currency, the conversion to EUR shall be made in accordance with the InforEuro exchange rate of the month and year corresponding to the deadline for submitting offers.

The Seller reserves the right to negotiate the final price with the first two highest bidders.

The minimum bid shall be at least P 4,000,000 (four millions Botswana Pula).

All costs incurred for the preparation and submission of the offer and costs related to the sales transaction (such as transfer costs and real estate agency commission, if the offer is submitted a through a real estate agency) are to be borne by the Bidder and will not be reimbursed. The offer submitted should exclude such costs.

The offer must be valid for 6 months from the closing date of submission of the offers. Offers may be altered or withdrawn by written notification prior to the deadline for the submission of offers. No offer may be altered after this deadline.

This Notice is in no way binding on the Seller. The Seller's contractual obligation commences only when a sales contract with the successful Bidder is signed by both parties.

The European Union will at its sole discretion award the sale to the highest offer. The European Union reserves the right to not award or to withdraw the sale at any time without Bidders being entitled to claim any compensation.

Data protection

If processing an offer involves the recording and processing of personal data (such as name, address, contact details and passport), such data will be processed pursuant to Regulation (EU) 2018/1725[1] of 23 October 2018 on the protection of natural persons with regard to the processing of personal data by the Union institutions, bodies, offices and agencies and on the free movement of such data, and repealing Regulation (EC) No 45/2001 and Decision No 1247/2002/EC. Unless indicated otherwise, any personal data will be processed solely for evaluation purposes of offers received following this notice by the EU Delegation to Botswana and SADC.
