The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.
The EU Delegation in Brasilia represents the European Union in the Federal Republic of Brazil, working in close coordination with the Embassies of the EU Member States. The Delegation ensures bilateral relations in the political, economic, trade, scientific, technological and cooperation areas within the framework of the Strategic Partnership with Brazil.
The Delegation's main tasks include:
o to promote and defend the values and interests of the EU;
o to give visibility and promote awareness of the EU in Brazil ;
o to ensure the promotion and follow-up of EU priorities and policies in areas of mutual
interest;
o to carry out the tasks of the local EU Presidency;
o to support other EU Delegations in the region, in particular in the areas of cooperation and IT services.
We offer
We offer a post of Research and Innovation Policy Officer, in the Delegation’s ‘Other EU Policies’ Section. The Section consists of 5 people and there are occasional atypical working hours.
The successful candidate will serve under the supervision and responsibility of the Head of ‘Other EU Policies’ Section, providing support, expertise and assistance in the field of Research and Innovation.
Under this post, the recruited person will be attributed functions depending on the needs of the Delegation. Upon recruitment, the successful candidate will occupy a specific job function as Policy Officer – this job function may be changed in accordance with the needs of the Delegation. Under this job function, the successful candidate will provide assistance to the Head of ‘Other EU Policies’ Section.
Specific tasks include the following:
- Monitoring and reporting on Brazil research and innovation policy developments;
- Contributing to requests for briefings, speeches and notes coming from the headquarters;
- Advising and supporting headquarters in defining the overall strategic approach to EU-Brazil research and innovation cooperation;
- Promoting EU policy objectives, notably those of the Global Approach to Research and Innovation and identifying opportunities for the development of strategic cooperation with Brazil (and where appropriate the LAC region) in research and innovation;
- Contributing to the implementation of the EU-Brazil bilateral agreement for scientific and technological cooperation, including the development of the Brazilian co-funding arrangement for Horizon Europe;
- Coordinating and maintaining contacts with relevant Brazilian Federal and State Government Departments and bodies and research and innovation actors in the public and private sectors to promote EU interests;
- Promoting cooperation with and among science counsellors from the EU Member States posted to Brazil (and when required counsellors posted in the broader LAC region) by organising meetings and planning and implementing joint activities;
- Promoting the international attractiveness of the EU as a research and innovation destination;
- Planning and assisting in missions from headquarters;
- Organising and giving presentations of EU research and innovation policies and programmes at conferences, seminars and workshops.
The working environment and conditions are as follows:

- Place of employment: Brasilia
- Group and starting basic salary: Group 1 – Minimum basic salary 17.215 BRL (Providing selected candidate meets the criteria of minimum of 2 years' of experience)
- Working hours: Monday to Thursday: from 09h00 to 14h30 and from 15h30 to 18h00 and Friday 08h00 to 13h30 – Total 37.5 hours per week. The working hours can be changed according to local law and by needs of the Delegation.

We look for
- Education, knowledge and skills: University Degree or equivalent
- Languages: Excellent knowledge of Portuguese and English (C1 level)
- Minimum working experience: candidates will, after obtaining the qualifications mentioned above, have acquired at least two (2) years of professional experience related to tasks described above. Experience working within an Embassy or international organisation will be an asset.
- Residence: Right to residence and work in Brazil
- Character references:
- Excellent analytical skills and a good eye for detail;
- A proven ability to work independently and as part of team;
- A strong knowledge or understanding of the Brazilian research and innovation ecosystem, policies and funding programmes;
- A good understanding of the EU research and innovation system, policies and funding programmes would be an asset;
- Excellent oral and written communication skills in both English and Portuguese. Experience of work in an international environment would be an asset;
- Proven organisational skills, including events organisation and a good sense of prioritisation;

- Excellent computer skills, notably in MS Office and virtual meeting platforms.
- Considered as an asset: Spanish language

The process
After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose.
Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates based assessment of the information provided in the cover letter, practical testing and interviews.
