The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 145 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy. 

The EU Delegation in Brasilia represents the European Union in the Federal Republic of Brazil, working in close coordination with the Embassies of the EU Member States. The Delegation ensures bilateral relations in the political, economic, trade, scientific, technological and cooperation areas within the framework of the Strategic Partnership with Brazil.

The Delegation's main tasks include:

o     to promote and defend the values and interests of the EU;

o     to give visibility and promote awareness of the EU in Brazil ;

o     to ensure the promotion and follow-up of EU priorities and policies in areas of mutual

       interest;

o     to carry out the tasks of the local EU Presidency;

o     to support other EU Delegations in the region, in particular in the areas of cooperation and IT services.

 We offer

We offer a post of Project Manager. Under this post, the recruited person will be attributed functions depending on the needs of the Delegation. Upon recruitment, the successful candidate will occupy a specific job function as Project Manager – this job function may be changed in accordance with the needs of the Delegation. Under this job function, the successful candidate will provide assistance to the Head of the Cooperation Sector.

 Specific tasks include the following:

  The job-holder will contribute to the accomplishment of the Cooperation Section’s tasks, namely:

·         Project identification, preparation and negotiation of new commitments of EU funding. Evaluation of project proposals; providing technical assessments of project proposals received by the Delegation, assessments of the technical and administrative capacities of the proposing organisations and elaboration of the required reports and other documentation.

·         Overall programme implementation - monitoring and supervision of performance of programmes and projects funded by the EU in Brazil - including field travel, sometimes in remote areas;

·         Day-to-day management of contracting actions in the relevant IT systems – including checking and analysis of contents of technical and financial reports, verification of compliance with rules, eligibility, etc. 

·         Provision of recommendations to the Delegation on actions to improve the effectiveness, impact and visibility of EC-funded projects;

·         Support to internal and external missions, ad hoc representations of the EU in relevant meetings, conferences, programme steering committees, etc. Support coordination with EU Member States, Brazilian Government interlocutors, financial institutions, NGOs, local partners and beneficiaries, academia and private sector;

·         Preparation of briefings and reports related to the areas mentioned above, as well as analysis of related strategic policy issues. Response to parliamentary questions, enquiries from civil society and the public. Occasional participation in negotiations of other bilateral and multilateral environment initiatives (e.g. international agreements). 

 

The working environment and conditions are as follows:

 

·         Place of employment: Brasilia

·         Group and starting basic salary: Group 1 – Minimum basic salary 17.543 BRL

(Providing selected candidate meets the criteria of minimum of 5 years of experience)

·         Working hours: Monday to Thursday: from 08h30 to 12h30 and from 13h30 to 17h30 and Friday 08h00 to 13h30 – Total 37.5 hours per week. The working hours can be changed according to local law and by needs of the Delegation.

 We look for

·         Education, knowledge and skills: University degree in agricultural economics/ natural resource economics, environmental sciences, nature conservation, development or a related discipline. M.Sc. or other post-graduate studies would be an asset.

·         Languages: Excellent Knowledge of Portuguese and English

·         Minimum working experience: candidates will, after obtaining the qualifications mentioned above, have acquired at least five (5) years relevant professional experience, including cooperation with or work for international organisations, government institutions and/or civil society organisations; environmental and/ or economic policy analysis. Experience in operational and financial project management, and/ or in support to policy dialogues, preferably related to environment, climate change, sustainable land use/ agriculture or tropical forests, would be an asset. Knowledge of related EU policies and procedures would be an advantage.

·         Character references: Strong analytical skills and relevant practical experience. Experience in procurement and financial management would be an asset. Demonstrated ability to work independently and efficiently on multiple tasks, and to deliver high-quality work, sometimes under time pressure. Proven good teamwork capacity. Relevant experience in outreach efforts with civil society organisations. Ability to interact with people at all levels (i.e. with different cultural backgrounds and social status). Excellent communication skills – written, verbal, presentation.

·         Residence: Right to residence and work in Brazil

·         Linguistic skills: Fluent Portuguese, proficient in English.

·         Management skills: self-starter, ability to innovate and take initiatives, solution-oriented attitude. Predisposition to work under pressure over a wide range of issues and to meet deadlines

·         Considered as an asset:  M.Sc. or other post-graduate studies and knowledge of EU policies and procedures.

 The process

After the deadline for applications, the eligible applications will be admitted to the selection process by the Committee set up for this purpose. 

Depending on the number of applications received, successive phases of selection may include shortlisting of candidates based assessment of the information provided in the motivation letter and CV, practical testing and interviews.
