‘EU-China Dialogue and Cooperation on ETS-related Policies and Measures’ Project

 

Train the Trainer Programme 2025

Train-the-Trainer (TtT) Programme represents one of the priorities in the ‘EU-China Dialogue and Cooperation on ETS-related Policies and Measures’ Project (the Project) because it fits very well the circumstances and actual need of China’s national ETS. By fostering and certificating qualified trainers in the field of ETS, TtT Programme aims to help China furtherly scale up related capacity building at provincial and industrial level. 

TtT Programme 2025 was carried out from May to September over three consecutive phases, online General Training, virtual Self-learning, and physical Intensive Training in sequence. In line with the expansion of China’s national ETS, it focused on Monitoring, Reporting and Verification (MRV) requirements for China’s cement, iron and steel, and electrolytic aluminium production sectors and related management authorities. The curriculum was developed to address more sector-specific requirements concerned with these three sectors by interpretating detailed rules and cases from both EU and China.

Through the support of the European Union, about 145 representatives from different provinces were selected to enrol in the TtT Programme 2025 and around 60% of them achieved the score of exams to be certified as the ETS trainer. More than 50 experts from EU and China were mobilised to prepare and teach about 90 courses by dynamic methods. The Chinese Ministry of Ecology and Environment highly acknowledged the contribution of TtT Programme during the EU-China bilateral exchange on ETS and positively expected further progress made upon previously successful experiences.

2025 Study Tour on EU ETS

The ‘EU-China Dialogue and Cooperation on ETS-related Policies and Measures’ Project (the Project) supported a Study Tour to Germany for the Chinese delegation in 2025, in association with the 'Sino-German Cooperation on Emissions Trading Systems, Carbon Market Mechanisms, and Non-CO2 GHG Mitigation' (hereinafter referred to as the Sino-German Project), and the Energy Foundation China. This study tour actively responded to China's growing need for expertise in national ETS development by providing European best practices and technical know-how, in the meantime effectively strengthened bilateral exchange between the EU and China in the field of climate action.

The whole study tour was conducted from 13 to 24 October 2025 in Berlin and Düsseldorf, Germany, spanning twelve days of intensive training and site visits. 25 representatives from the Chinese Ministry of Ecology and Environment (MEE) and provincial ecological and environmental authorities participated in this study tour. Official experts from DG CLIMA of the European Commission and relevant research institutions made comprehensive presentations for the delegation, covering EU climate policy architecture, free allocation and benchmarking methodologies, monitoring, reporting and verification (MRV) requirements, the Market Stability Reserve mechanism (MSR), and the Social Climate Fund, etc. The programme also featured site visits to the European Energy Exchange (EEX) in Leipzig, TÜV Nord in Essen, and the GIZ Campus in Bonn, furtherly providing in-depth insights into carbon market trading operations, verification processes, and international cooperation practices.

All representatives of the Chinese delegation gratefully valued what they learnt from this study. The MEE highly commended the EU's productive contribution and expressed commitment to further deepening EU-China cooperation in the field of emissions trading based on the successful experiences gained through this interactive programme.
