The European Union engages with China in a wide range of policy issues. In recent years, a number of projects have been implemented in China by the European Union, through the Service for Foreign Policy Instruments (FPI) and the Directorate- General for International Partnerships. 

Foreign Policy Instruments (FPI) - Projects' Portfolio

The EU cooperates with partners around the world to promote its strategic interests and address global challenges in a fast and flexible manner. It funds activities that translate the EU political objectives and commitments into concrete results. 

Since 2014, projects under the Partnership Instrument (PI) help underpin the new relationship with China after its graduation from bilateral development aid. The PI allows the EU to develop and engage in an overarching political dialogue to promote its strategic links with China. Its global reach and flexibility are essential elements to enable the Union to respond to the fast changing nature of the country and to key policy global challenges. 

The Instruments' overall objective is to advance and promote EU and mutual interests by supporting the external dimension of EU internal policies (e.g. competitiveness, research and innovation, migration) and by addressing major global challenges (e.g. energy security, climate change and environment). The external projection of the “Europe 2020” Strategy represents a major strategic component of this instrument. 

The PI also addresses specific aspects of the EU's economic diplomacy with a view to improving access to third country markets by boosting trade, investment and business opportunities for European companies. It supports public diplomacy, people-to-people contacts, academic cooperation and outreach activities to promote the Union's values and interests. 

The FPI: Service for Foreign Policy Instruments is responsible for the identification, formulation and subsequent operational and financial implementation of actions falling under the scope of PI. Information on specific PI projects is available under PI MAP.  

The Neighbourhood, Development and International Cooperation Instrument (NDICI) – ‘Global Europe' that entered into force on 14 June 2021, provides the new framework for EU external action worldwide. 

In particular, it helps the European Commission to act as the first responder to foreign policy needs and opportunities, focusing on building alliances and leveraging the EU’s influence abroad. 

Actions under this instrument contribute to achieving the European Commission’s general objective of “A stronger Europe in the world”, with three specific objectives, notably helping to ensure that: 

  • The EU’s interests, values and standards have a positive impact on the life of citizens in partner countries.
  • Political partnerships and new alliances contribute to the rules-based multilateral global order.
  • The EU is an influential global player and reliable partner. 

Actions under the Foreign Policy Needs Component of NDICI-Global Europe will until 2024 co-exist with ongoing work under the Partnership Instrument, which closed its funding window in 2020.
