EU together with UN Women Empowering Frontline Women Workers and Creating an Equal Workplace
A high-level delegation led by EU Ambassador to China Jorge Toledo and UN Women Regional Director for Asia and the Pacific, Ms. Christine Arab, visited Guangdong Province on October 28th to learn about the latest progress of “Women in Motion", a two-and-a-half-year programme to boost decent work and career development for migrant women workers in Guangdong Province. This project is fully funded by the European Union. #WomenInMotion
During the visit, the delegation held in-depth exchanges with the China Enterprise Confederation, local implementing partners, company management, and female worker representatives, sharing project findings and lessons learned. Ambassador Jorge Toledo said: "This initiative has been very successful, bringing tangible improvements to the lives of countless women workers, and fostering changes in enterprises to create an environment where female workers are empowered, skilled, and increasingly successful in their career journeys."

The itinerary also included visits to two pilot factories that have integrated gender inclusion mechanisms into their daily operations, including regular communication to understand the voices of female workers, using gender-disaggregated data to monitor employee career development, and integrating gender equality into internal policies and management processes. At the same time, measures have been established to prevent and control gender-based violence and harassment in the workplace, as well as family-friendly systems (such as flexible work arrangements and care support), and mechanisms to protect the health and safety of female employees.

This year marks 30 years since the Beijing Declaration and Platform for Action. The European Union has been a steadfast ally in women’s rights, championing the principles set forth in the Beijing Declaration. Over the past three decades, the EU has worked alongside international partners, national governments, and civil society to advance gender equality and safeguard the rights of women and girls in Europe and beyond.
“Women in Motion", jointly launched by the EU and UN Women in China, aims to promote decent employment and career development for women workers, including migrant workers, in the textile, information and communications technology, and automotive supply chain sectors in Guangdong Province. The project has benefited over 10,000 women workers and has engaged over 100 companies in integrating gender equality into workplace policies, providing training for female employees, and fostering a gender-inclusive work environment. Of these, 63 companies have successfully established gender equality policies and mechanisms, which are expected to cover nearly 200,000 employees.
This joint visit fully demonstrates the shared commitment of the EU, UN Women and their Chinese partners to promoting gender equality and women's empowerment in the workplace, contributing to a more inclusive, equitable and sustainable future of work. The second phase of the project is about to start and will build on the achievements of the first phase to benefit businesses and women in more industries.
