Global Europe: New EU-ACP “Samoa Agreement” - renewed partnership between the EU and countries of the African, Caribbean and Pacific region

The “Samoa Agreement”, replacing the Cotonou agreement adopted in 2000 and the former Lomé Convention of 1975, was officially signed last 15 November in Samoa by the EU and its Members States and the 79 members of the Organisation of African, Caribbean and Pacific States (OACPS).
This new partnership agreement will serve as the new legal framework for EU relations with 79 African, Caribbean and Pacific (ACP) countries, of which 48 African countries, 16 countries from the Caribbean and 15 Pacific countries, benefitting around 2 billion people.
The agreement covers the six priority areas: (i) democracy and human rights, (ii) sustainable economic growth and development, (iii) climate change, (iv) human and social development, (v) peace and security and (vi) migration and mobility. Under the new long-term EU budget 2021-2027, the EU will continue supporting development programmes in ACP partner countries through the Neighbourhood, Development and International Cooperation Instrument – Global Europe (NDICI).
