The European Union (EU) is an economic and political partnership between 27 European Member States (MS). It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to China is responsible for the conduct of official relations between China and the European Union. In all matters pertaining to the European Union, the Delegation works closely with the diplomatic missions of the EU Member States, particularly the one representing the EU Presidency, which changes every six months.

 

We offer

We offer a post of Temporary Policy Officer in the Environment and Climate Section, for the period from around 01 June 2022 to 05 November 2022. Under this post, the recruited person will be attributed functions depending on the needs of the Delegation. Upon recruitment, the successful candidate will occupy a specific job function as a Policy Officer – this job function may be changed in accordance with the needs of the Delegation. Under this job function, the successful candidate will serve as support staff to:

 

  • Establish and maintain contacts and exchanges on policy substance with Chinese authorities, Experts, NGOs and other stakeholders:
  • To undertake analysis and feed in to reporting to the delegation, MSs in China and headquarters
  • To support policy dialogue, across the range of environmental issues covered by different Chinese Ministries and dialogues,
  • For the organisation of meetings and events which are well targeted in terms of content and participation
  • To act as a focal point for some of the many  climate or environment issues covered by the section and counterparts  and stakeholders covering these

 

  • To monitor collate and analyse information:
  • To keep up to date information  on Chinese environment and climate policy developments, and
  • prepare reports, contribute to briefings and speeches
  • for  social media, press points and information for the public
  • to seek out  key information on EU policy developments for dissemination in China, to provide to stakeholders and counterparts

 

  • Project management and follow up
  • To take responsibility for some substance management/policy aspects of the ongoing or upcoming China specific or multi-country EU funded projects targeting China on environment and climate, and to follow up on outputs, promote their use

 

  • Provide some operational and administrative support:
  • Administrative support (ARES platform), logistics support during events, meetings (including Commissioners and senior staff , likely virtual meetings from Brussels)
  • Prepare draft letters and notes as well as verbal notes to the Ministry of Foreign Affairs
  • Requests for organisation of events

 

under the supervision and responsibility of the relevant Head of Section. 

 

Place of employment is located in China, Beijing. The weekly working hours are 37.5h. The basic gross salary of a LA I is 32437 CNY.  We offer a competitive position in an international environment. Selection Criteria

Minimum Requirements:

  1. Medically fit to perform the required duties;
  2. Enjoys civil rights and permits for employment under local law;
  3. Fluent Chinese (mandarin) and English, written and speaking, with good translation and interpretation skills;
  4. University degree;
  5. At least 3 years' professional work experience in Environment sector and Policy Management;
  6. Good knowledge of one or more fields of environment and climate policy/management, Chinese environmental and/or climate policy;
  7. Interpersonal skills
  • Ability to work both independently and as a part of a team;
  • Ability to listen, to consult and to share information and ideas;
  • Capacity to communicate clearly, present complex matters in a simple way and draft precisely.
  • Capacity to adapt quickly to new work environment and to interact positively with colleagues
  1. Intellectual skills:
  • Ability to identify and analyse key points in verbal and numerical information, evaluate alternatives objectively and make sound, logical and well-argued judgment taking on board the impact of decisions.
  • Ability to understand European policies and views on environmental matters
  1. Management/Organizational skills:
  • Capacity to focus on priorities and to organize work to deliver on time;
  • Ability to negotiate in a multicultural and multilingual environment;
  • Capacity to monitor progress of work, organize reviews and supervise Policy teams.
  • Ability to juggle multiple tasks and tight deadlines

 

The following will be considered an asset:

  1. Experience in working with Chinese authorities and in international environment
  2. Good knowledge of administrative and managerial systems (including forward planning)
  3. Good knowledge of Policy Cycle Management and Logical Framework methodologies

The procedure

After the deadline for applications, the applications will be reviewed by a Selection Committee set up for this purpose. The Selection Committee will prepare a short-list of candidates who are considered to be the most suitable for the post on the basis of a preliminary assessment of the information provided in their application letter and the supporting documents. The short-listed candidates will be invited to an assessment phase which may include an interview if necessary – during this phase, the Selection Committee will assess the suitability of the candidates for the post.

The candidates who have not been short-listed will not be contacted individually; however, the Delegation will use the same means of publication as for this Vacancy Notice to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
