The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to China is responsible for the conduct of official relations between China and the European Union. In all matters pertaining to the European Union, the Delegation works closely with the diplomatic missions of the EU Member States, particularly the one representing the EU Presidency, which changes every six months.

 

We offer

We offer a post of Temporary Project Officer in the Cooperation Section, for the period from around 27 June 2022 to 02 December 2022. Under this post, the recruited person will be attributed functions depending on the needs of the Delegation. Upon recruitment, the successful candidate will occupy a specific job function as a Temporary Project Officer – this job function may be changed in accordance with the needs of the Delegation. Under this job function, the successful candidate will serve as support staff to:

  • Support the work of the Development Counsellor in the EU Delegation.
  • Conduct research and analysis on elements of Chinese aid and lending to developing countries, including vaccine distribution, debt and China’s role in the United Nations.
  • Arrange and participate in meetings and events with external stakeholders, including EU MS, the like-minded, Chinese experts, and development organisations.  Prepare meeting reports as appropriate.
  • Liaise with national authorities, and other stakeholders as appropriate; maintain a database of external contacts.
  • Manage projects and programs throughout the project cycle, including identification, appraisal, drafting of financing proposals and agreements, monitoring of implementation, approval of work-plans and progress reports, screening of draft contracts, preparation of external monitoring and evaluation missions;
  • Supervise external contractors (technical assistance providers, monitors, evaluators, etc.);
  • Liaise with relevant officers in other sections of the Delegation and with task managers at Headquarters
  • Contribute to the horizontal tasks of the Delegation

 

Under the supervision and responsibility of the Development Counsellor 

Place of employment is located in China, Beijing. The weekly working hours are 37.5h. Basic gross salary of a LA I is 32437 CNY.  We offer a competitive position in an international environment. We look for

Education, knowledge and skills

  • University degree in a relevant field.
  • Specialist knowledge (know what):
  • Good knowledge of one or more of following areas: China’s foreign aid; Chinese external lending practices; China’s international relations.
  • Experience of working with Chinese authorities

 

  • Technical knowledge (know how):
  • Good knowledge of data management, including on international lending and debt.
  • Good knowledge of Project Cycle Management and Logical Framework methodologies would be an advantage.

 

  • Language skills:
  • Chinese Mandarin mother tongue;
  • Excellent command of English, written and spoken mandatory.

 

  • Communication skills:
  • Capacity to communicate clearly, present complex matters in a simple way and draft precisely.

 

  • Interpersonal skills:
  • Ability to listen, to consult and to share information and ideas;
  • Teamwork skills.

 

  • Intellectual skills:
  • Ability to identify and analyse key point in verbal and numerical information, evaluate alternatives objectively and make sound, logical and well-argued judgment taking on board the impact of decisions.

 

  • Management/Organizational skills:
  • Capacity to focus on priorities and to organize work to deliver on time;
  • Ability to negotiate in a multicultural and multilingual environment;
  • Capacity to monitor progress of work, organize reviews and supervise projects teams.
