The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.
The EU Delegation to China, Beijing works in close coordination with the Embassies and Consulates of the other EU Member States missions. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Chinese government in areas that are part of the EU’s remit.
We offer
The post (Local Agent Group III) in the Delegation’s Administration Section is part of a team consisting of 16 people. The successful candidate will serve under the supervision and responsibility of the Head of the Administration, providing support, expertise and assistance in Human Resources functions. The recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs.
Main tasks and duties:
- Assistance in staff management (Recruitment and Selection, Employee Relations, etc.);
- Processing in the payroll system: Monthly payroll, benefit enrolments, end of contract payments, etc.;
- Administration of further Entitlements & Benefits including health insurance, pension, and other programs, permitted by local legislation and staff regulations;
- Coordinating administrative procedures for staff entering and leaving the Delegation;
- Coordinate logistics and policy for learning and development;
- Assisting in Reviewing and drafting of staff HR-related policy and internal procedures
- Operational initiating agent preparation of payment files related to the above
- Classification, filing, and registering of HR correspondence and documents
- Any other HR and admin tasks or ad hoc tasks relating to the activities of the Section and the Delegation.
The base salary will depend on pertinent and verified employment experience, typically starting from CNY 15,196. There is a competitive benefits package, subject to certain conditions, including personal leave days, health insurances, and a retirement savings plan.
The expected start date will be the first quarter 2025.
Minimum requirements / eligibility criteria (necessary for the application to be considered)
- Minimum high school degree (Bachelor degree in HR, Business Administration, Law, or a related field preferred);
- At least three years' professional experience in Human Resources Management or relevant role;
- Very good knowledge of English language with good drafting capabilities;
- Right to residence and work in China;
- Pass the required pre-recruitment medical exam.
Assets / selection criteria (basis for awarding points to select the best applicant)
- Previous work in an Embassy or international organization;
- Knowledge and experience in HRM software;
- Knowledge of other EU Languages (written, oral);
- Capacity to communicate clearly and concisely;
- Ability to listen and understand, to consult and to share information and ideas and to report;
- Ability to work in a multi-cultural environmental and be a team player;
- Ability to organize work to deliver on time;
- Strong sense of confidentiality and diplomacy.

The process
After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose.
Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates based assessment of the information provided in the cover letter, CV, practical testing, and interviews. The highest qualified candidates will be invited to the final interview and/or practical test planned for early 2025.
The successful candidate will be subject to a medical check-up and background check.
Only candidates admitted to each successive selection phase will be contacted individually. The Delegation will use the same means of publication as for this job advertisement to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
