We are

The European Union (EU) is a political and economic and partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to China (Beijing) works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Chinese government in areas that are part of the EU’s remit.

We offer

The post offered is a Policy Assistant position (Local Agent Group II) in the Green Transition Section, part of a small but very dynamic team. The green transition section is in charge of one of the most active pillars of the bilateral cooperation between China and the EU.

The successful candidate will provide support, expertise and assistance in the fields of transport and energy, work closely with the Counsellor(s) for Transport, Energy and Maritime Affairs, under the supervision and responsibility of the Head of the Green Transition Section, and ultimately of the Head of Delegation.

Following main tasks and duties are currently required: 

  • Support EU-China cooperation, Dialogues and projects

Assist the official(s) in charge

  •  in the general cooperation activities on transport and energy policies and in the enhancement of EU-China cooperation with Chinese public authorities and other stakeholders (international institutions, companies, academia and research centres, civil society, inter alia);
  • in the organisation of regular bilateral coordination meetings with Chinese counterparts and in the implementation of measures agreed jointly;
  • in the policy lead for the implementation of relevant EU-funded projects, e.g. the EU-China Energy Cooperation Platform or the Aviation Partnership.
  •  Monitoring and Reporting
  • Proactively monitor Chinese legislation and policies, at both central and local level, as well as industry developments in the field of energy and transport. Prepare assessments and reports, including regular press reviews, under the guidance of the officials in charge.
  • Follow and report on the work of international organisations (e.g. IEA, BRICS) related to those fields, as relevant.
  • Promote EU policies, support visits and events

Under the supervision of the official(s) in charge,

  • establish and foster good working relations with transport and energy public authorities, state-owned enterprises, Chinese and EU industry, international transport and energy-related institutions active in China, as well as academia and research centres;
  • prepare, and follow up on, visits of Commissioners and EU officials to China as well as visits of Chinese officials to Europe;
  • assist in the organisation of policy dialogues and events related to transport and energy, including agendas and briefings;
  • Assist in the preparation the official’s participation in events, seminars, conferences, working groups.
  • Operational and administrative support in the following areas :
  • Interpretation and translation;
  • Logistical preparation of meetings and visits.

The base salary will depend on relevant and verified employment experience, typically starting from CNY 20,829.  There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances and a retirement savings plan.

The expected start date will be 01 July 2024. 

Minimum requirements / eligibility criteria

  • Minimum of University degree or equivalent, preferably in economics, law, political sciences or international relations;
  • Minimum of 2 years of experience in the job related areas;
  • Fluency in Chinese Mandarin;
  • Excellent command of English, written and spoken;
  • Right to residence and work in China;
  • Pass the required pre-recruitment medical exam.

Assets / selection criteria (basis for awarding points to select the best applicant).

  • Knowledge of energy/transport/green policies;
  • Experience in organizing and coordinating meetings;
  • Knowledge of the inner workings of China and its political system;
  • Interest in and knowledge of the EU institutions and policies;
  • interpersonal skills, including capacity to network and work in a team; strong sense of confidentiality and diplomacy
  • Work experience in an international environment;
  • high flexibility and ability to work under pressure; Commitment to assure quality, speed and accuracy in performing the tasks requested; time management skills;
  • knowledge of other EU languages (written, oral) will be an asset;
  • Computer skills (Word, Excel, PowerPoint, Outlook, WebEx, etc.);

The process

After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose.

Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates based assessment of the information provided in the cover letter, CV, practical testing and interviews. The best candidates will be invited to the final interview and/or practical test, probably mid-June 2024.

The successful candidate will be subject to a medical check and background check.

Only candidates admitted to each successive selection phase will be contacted individually.
