The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy. 

The EU Delegation to the Republic of Colombia, in Bogotá works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Colombian government in areas that are part of the EU’s remit.

We offer

The post of Budget and Contract Officer (Local Agent Group 1) in the Delegation’s Finance, contracts and audit Section. The team consists of 7 people and there are occasional atypical working hours. Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of Finance, contracts and audit Section, providing support, expertise and assistance in guaranteeing the legality and regularity of the European Commission´s cooperation portfolio of projects in Colombia and Venezuela. 

The following main tasks and duties are currently required: 

  • Management of tender and call for proposals procedures.
  • Preparation and checking of contracts and amendments.
  • Support to project managers on procedural and contractual issues.
  • Monitoring of project implementation from a legal/financial perspective.
  • Management of payment procedures.
  • Management of external audits.
  • Archiving of financial and contractual documents
  • Any other ad hoc tasks relating to the activities of the Section and the Delegation.

A two-year contract with the possibility of extending it for an additional two years. After this period, in accordance with the new labour law, the contract would then become indefinite (if confirmed). The base salary will depend on relevant and verified employment experience, typically starting from COP $ 13.859.910.  There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances and a retirement savings plan. 

The expected start date will be 23 March 2026. 

Minimum requirements / eligibility criteria (necessary for the application to be considered)

  • Minimum of bachelor’s degree in administration, finance, accounting, audit, law or equivalent.
  • Minimum work experience of 5 years in similar positions, excellent work experience in different accounting, contractual and audit techniques.
  • Fluency in English (min. C1) and Spanish (min. C2)
  • Excellent knowledge of Windows, especially Excel, Word and Outlook
  • Right to residence and work in Colombia

 

Assets / selection criteria (basis for awarding points to select the best applicant) 

  • Previous experience in an international environment and/or with international donor funded projects will be a plus.
  • Working knowledge of French (min. B2) is an additional asset.
  • Knowledge of accounting software, SAP, document management systems, AI will be a plus.
  • High degree of initiative, responsibility, flexibility and capacity to work under pressure, positive attitude to teamwork, high degree of rigorousness and order in daily work.

The process

After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose. 

Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates based on the assessment of the information provided in the cover letter and CV; practical testing and interviews. The three best candidates will be invited to the final interview.

Only candidates admitted to each successive selection phase will be contacted individually. The Delegation will use the same means of publication as for this job advertisement to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
