The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

 

We offer

We offer a post of Cooperation PROJECT OFFICER. Under this post, the recruited person will be attributed functions depending on the needs of the Delegation. Upon recruitment, the successful candidate will occupy a specific job function as Project Officer – this job function may be changed in accordance with the needs of the Delegation. Under this job function the successful candidate will serve as technical and support staff to contribute to policy dialogue and to the conception, elaboration, implementation and follow-up of development cooperation strategy and programs in the area of Social Development and specifically Gender, Civil Society and Human Rights, but also in case necessary (other areas) Education, Governance, and Migration under the supervision and responsibility of the relevant head of section.

Main tasks:

Under the direct authority of the Head of Cooperation:

Policy Development:

  • Provide information and analysis on gender, civil society, human rights, education, governance and migration issues, on the basis of different sources of information.
  • Support the development of efficient approaches to gender, civil society, human rights, education, governance and migration.
  • Follow up on situation and policy development in the relevant areas and elaborate sector analysis and reports.
  • Network with key partners and stakeholders to access information relevant for the sector.
  • Support policy dialogue with all relevant actors and stakeholders in the different sectors concerned.

General cooperation management:

  • Contribute to the programming, identification and appraisal in close cooperation with the beneficiary institution(s) in DR, if and when such programmes are decided in the programming process.
  • Organise and participate in the co-ordination of activities with Commission services and external organisations, in order to ensure the success of the projects and the implementation of the sector programmes
  • Maintain and reinforce relationship with non-state actors in the DR (NGOs, human rights defenders, women's movement, associations of private sector, labour unions and other relevant groups).
  • Ensure the operational lead in all aspects of the call for proposals and procurement process (drafting guidelines, drafting TORs, launching tenders, evaluating proposals, etc.). Manage the related contracts and ensuring the ''operational visa'' on any document where required.
  • Monitor ongoing projects, attend management meetings, elaborate progress reports on projects and propose action if and when needed.
  • Contribute to the monitoring missions and evaluation of projects.
  • Deal with horizontal activities, concertation and networking aspects of the programme and its projects.

Programme management:

  • Prepare relevant updates / amendments of program during the implementing period.
  • Manage, monitor and / or evaluate the implementation of program and projects within the Dominican Republic in line with the EU procedures and policy objectives.
  • Analyse regular technical and financial implementation reports.
  • Periodical reporting on the state of execution of the various programs /projects.
  • Keep overview of all ongoing projects and provide pertinent information.
  • State, explain and defend the EC policies vis-à-vis the various interlocutors in Dominican Republic.
  • Maintain good and effective contacts with the relevant national authorities, and other stakeholders.

External Communication:

  • Produce and disseminate the results of projects at workshops, seminars, conferences and other public events.
  • Extract and disseminate best practices and facilitate exchange of experiences.
  • Contribute to the production of publications.

Internal Communication:

  • Observe, monitor and report regularly and in timely fashion to hierarchy and colleagues, both in headquarters and in the delegation on sectoral issues.
  • Drafting of analytical and policy notes for internal reporting purposes as requested.
  • Maintain close coordination and communication with EU Member States in the relevant field.

Personal skills:

 

The position requires excellent analytical, drafting and communication skills. Furthermore, the ability to work under pressure and to adapt to a multi-cultural environment, working autonomously within a team, is highly required.

Candidates are also expected to be able to communicate complex information in a comprehensible manner, be flexible towards new demands and deliver their outputs in a structured way.

General knowledge of the EU, its policies and activities.                             

Knowledge of EU relations with Dominican Republic.

Results based management experience and capabilities within development cooperation projects and programmes. In particular, competences and experience on budget support programmes’ formulation and implementation will be positively evaluated.

Abilities and Interpersonal skills:

  • Capability of dealing with government authorities, public or private institutions and people.      
  • Capability of presenting in public (meeting, conferences).                                    
  • Capability of interacting with people with different cultural background.
  • Capable of work under pressure and to meet deadlines.                               
  • Analytical capacity.                                                                                        
  • Advanced office and computing equipment skills. 
  • Ability to conceptualise problems, identify and implement solutions
  • Drafting skills.

 

Language skills:

  • Spanish: Excellent written and oral expression and comprehension.
  • English: Fluent written and oral expression and comprehension.
  • French: Working knowledge is desirable.

Selection Criteria:

Minimum Requirements:

  1. Medically fit to perform the required duties;
  2. Enjoys civil rights and permits for employment under local law;
  3. University Degree. Preferable domains: Social and Human Sciences, International Cooperation, International relations, Law, Human Rights, Economics, or similar.
  4. Minimum 5 years of experience in cooperation activities (to be counted after the University degree and before the application deadline 21/03/2023).
  5. Excellent knowledge of Spanish and English:
    1. Spanish: ability to understand C2, ability to read C2, ability to speak C2, ability to write C2.
    2. English: ability to understand C2, ability to read C2, ability to speak C2, ability to write C2.

The following will be considered an asset:

  1. Master´s degree desirable.
  2. Experience:

• Desirable proven experience in the following fields: governance, civil society, education, gender, migration, human rights.

• Previous work experience in International Organizations and/or Civil society organisations and especially in the field of public policies formulation and monitoring is also highly desirable.

• Experience in Latin American Countries and especially in the Caribbean would be an advantage.

  1. Knowledge:

• General knowledge of the EU, its policy and activities.

• Knowledge of EU relations with Dominican Republic and region.

• Good knowledge of a third language of the EU. French - Working knowledge is desirable.

• Knowledge of Power Point presentations.

 

Conditions:

Working hours: 37,5 hours/week – Monday to Friday

Category: Local agent (group 1 in the EU system) – Project Officer

Basic salary: $147,542.00 to $267,157.00 DOP per month (bruto) depending of the years of experience and promotions.

Extra-legal benefices:

  • Provident fund in euros: Contributions : 5% Employer – 5% Employee
  • Complementary medical insurance: Contributions: 3.22 % Employer – 1.37% Employee
  • Month 13
  • Minimum 20 paid leaves days

The procedure

After the deadline for applications, the applications will be reviewed by a Selection Committee set up for this purpose. The Selection Committee will prepare a short-list of candidates who are considered to be the most suitable for the post on the basis of a preliminary assessment of the information provided in their application letter and the supporting documents. The short-listed candidates will be invited to an assessment phase which may include an interview if necessary – during this phase, the Selection Committee will assess the suitability of the candidates for the post.
