European Union and Ecuador launch Tinkuy, programme for the digital transformation of the State
At an official event held at the Ministry of Foreign Affairs and Human Mobility, the European Union, together with the National Government, presented the Tinkuy Programme, aimed at strengthening the digital transformation and modernisation of the Ecuadorian State, as well as the improvement of digital public services for the benefit of citizens.
The event was attended by the Superintendent of Personal Data Protection, Fabrizio Peralta; the Minister of the Interior, John Reimberg; the Minister for Telecommunications and the Information Society, Roberto Carlos Kury; of the Deputy Minister for International Cooperation of the Ministry of Foreign Affairs and Human Mobility, Angelica Arias; of the Ambassador of the European Union to Ecuador, Jekaterina Doródnova; Minister Counsellor of the Embassy of Spain in Ecuador, Tomás López Vilariño; as well as state authorities, representatives of the diplomatic corps and delegations of institutions linked to the modernisation and digitalisation of public services.
Tinkuy is funded by the European Union (approximately USD 6.6 M) and will be implemented by the Foundation for the Internationalization of Public Administrations (FIAP) / Spanish Cooperation, and Governance Academy of Estonia (eGA) and the Ecuadorian Corporation for the Development of Research and Academy (CEDIA), where FIAP will lead the actions of cybersecurity and digital governance, eGA will promote the digitalization of services and institutional interoperability, and CEDIA will be responsible for the data management and social information analysis system.
Over the next four years the programme will contribute to strengthening digital governance, interoperability between public institutions, cybersecurity and data management, with the aim of consolidating a more integrated, efficient and sustainable public digital ecosystem. These actions are aligned with the National Digital Agenda 2022-2025 and the National Development Plan 2025-2029, prioritising citizen-centred public management.
Interior Minister John Reimberg noted: “With allies such as the European Union, and with programmes such as SERPAZ and Tinkuy, Ecuador shows that it is determined to build a safer present and a stronger future. Security is not a speech; It is a sustained public policy, supported by international cooperation and guided by strong political will. We are determined to build a safer present and a stronger future.”
For his part, the Minister of Telecommunications and the Information Society, Roberto Kury, said: “From MINTEL we lead, with determination, the Digital Transformation of Ecuador. Through the Tinkuy programme, we consolidate interoperability as the only way to have a truly connected, efficient state and, above all, at the service of each citizen.”

Estonian Foreign Minister Margus Tsahkna in a video message explained: “Estonia has built a transparent and efficient digital state, where 100% of public services – from tax returns to voting – are securely available online. We are proud to support Ecuador in the development of citizen-centred digital public services.”
Likewise, the Minister Counsellor of the Embassy of Spain in Ecuador, Tomás López Vilariño, stressed that the Tinkuy programme tries to increase the quality of public policies by introducing tools - and the best use of those available - so that the service provided is of better quality.
The Tinkuy Programme - a name that comes from the Ecuadorian Kichwa and means ‘meeting’ or ‘convergence’ - aims to optimise the GOB.EC platform through a more functional and people-centred design; strengthening interoperability and data governance; strengthen national capacities in data protection and cybersecurity; and to develop a management and monitoring system for key information, including indicators of chronic child malnutrition, to enable evidence-based decision-making.
In the coming months, its first technical actions and capacity-building processes will begin, progressively advancing towards a more resilient and articulated public digital ecosystem.
Tinkuy is part of the efforts of the Global Gateway initiative with which the EU is strengthening connections between Europe and the world and helping partner countries to address the digital divide and further integrate into the global digital ecosystem. A more digitalised society requires the promotion of sustainability and the construction of a global, open, stable and secure cyberspace, based on the rule of law, human rights and the values of inclusion and democracy.
