The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to the Ecuador, Quito works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Ecuadorian government in areas that are part of the EU’s remit.

We offer

The post of Accounting Assistant (Local Agent Group III) in the Delegation’s Administration Section. The team consists of 6 people and there are occasional atypical working hours.

Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of Administration Section, providing support, expertise and assistance in the Administration of Administrative Budget.

Following main tasks and duties are currently required:

 Initiation of commercial invoices, credit notes, internal documents, cost claims and pre-financing in the Account IT System for the European Union,  and hereunder ensuring the correct use of budget lines

  • Creation of payment requests and initiation of payment orders in the system
  • Preparation of monthly accounts reports to headquarters
  • Follow up replenishments of the Imprest Account
  • Reconciliation of Bank accounts
  • Budget reinforcement requests
  • Booking of expenses according to the accounting plan received from headquarters
  • Ensure compliance with the Financial Regulation and other legal and regulatory requirements.
  • Follow up of staff matters with Headquarters related to provident fund and severance grant payments
  • Prepare the draft budgetary revisions
  • Assist in finding relevant information needed for the budgetary revision
  • Prepare monthly updates on the budget execution
  • Prepare reports as requested from Headquarters
  • Compilation of VAT claims and liaison with Government Authorities on quarterly VAT refunds
  • Support of administrative tasks
  • And any other task that the Head of Delegation considers necessary 

The base salary will depend on relevant and verified employment experience, typically starting from 1743 USD.  There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances and a retirement savings plan.

The expected start date will be February 2024.

 Minimum requirements / eligibility criteria (necessary for the application to be considered)

  • Secondary education attested by a diploma and additional diploma in accounting, finance, administration or connected fields;
  • Experience as Accountant for a company, organisation or public body of at least 3 years 
  • Spanish - ability to understand C2, ability to read C2, ability to speak C2, ability to write C2 and English – ability to understand C1, ability to read C1, ability to speak C1, ability to write C2
  • Right to residence and work in Ecuador
  • Medical fitness to carry out the tasks assigned]

Assets and selection criteria

  • Critical and analytical thinking skills based on common sense in combination with a logical and technical/professional approach
  • Good time management skills, organisational capacity, flexibility and prioritisation
  • Capacity to work in a multicultural, multi background  team, showing good interpersonal skills and teamwork
  • High degree of confidentiality and responsibility
  • Ability to learn quickly, to monitor and to ensure compliance of regulations, requirements, standards
  • Good knowledge about the functioning of the European Institutions would be a plus
  • French -ability to understand 2, ability to read B2, ability to speak B2, ability to write B2, would be a plus
  • Skills in the use of IT technologies
  • Experience with IT tools for the management of accountancy

The process

After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose.

Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates based assessment of the information provided in the cover letter and CVs. As a bear minimum, five best candidates will be invited to the final interview and test.

Only candidates admitted to each successive selection phase will be contacted individually. The Delegation will use the same means of publication as for this job advertisement to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
