The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy. 

The EU Delegation to El Salvador works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the government of El Salvador in areas that are part of the EU’s remit.

We offer

The post of Secretary (Local Agent Job Profile of Secretary, Group III) in the Delegation’s Cooperation Section. The team consists of 9 people and there are occasional atypical working hours.

Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of Cooperation Section, providing administrative and secretarial support.

Following main tasks and duties are currently required:

Assist the Programme Officers (PO) of the Cooperation Section in the dissemination of project results at workshops, seminars, conferences, missions and other public events.

  • Organise monthly EU Development Counselors meetings and follow-up on minutes.

  • Organise quarterly thematic meetings relevant to the Global Gateway agenda amongst development counsellors and financial institutions.

  • Pro-actively engage with Government and Development Partners’ counterparts on their programs and update contacts regularly.

  • Be in charge of agenda-setting for the Head of Section, prioritizing engagements independently, and maintaining business continuity (missions, holidays, leave and absence records and similar personnel administrative formalities) for the entire section.

  • In the absence of the assistant to the Head of Delegation, be in charge of agenda-setting for the Head of Delegation, prioritizing engagements independently, and maintaining business continuity.

  • Oversee the quality and flow of financial circuits with the Finance and Contracts section in Costa Rica.

  • Oversee mission and representation budgets and planning for the section. 

  • Contribute to the Lisbon Treaty monitoring of the Delegation

  • Contribute to missions of the section (travel arrangements, bookings, agenda-settings, maintaining contacts with counterparts) and from HQ (travel arrangements, appointments, expenses, protocol issues).

  • Ensure that the actions of the section are in compliance with Commission’s guidelines, especially INTPA procurements.

  • Assist in launching calls for proposals and related procedures.

  • Follow-up on tasks related to project management in the context of INTPA regulations (e.g. counter-signature of contracts, respect for deadlines), especially with Ministry of Foreign Affairs and other government counterparts.

  • Monitor reported expenditures in costs statements and ensure correspondence of services/goods delivered

  • Oversee and plan section archives (physical and ARES).

The base salary will depend on relevant and verified employment experience, typically starting from 1,600.00 USD.  There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances and a retirement savings plan.

The expected start date will be 01/11/2026.

Minimum requirements / eligibility criteria (necessary for the application to be considered)

  • Minimum of Secondary/High School Diploma ;

  • Minimum of three years of experience in the field of secretarial support. The professional experience must be acquired after the date on which the qualification allowing access to the post was obtained. 

  • Working knowledge (B2) of English 

  • Right to residence and work in El Salvador;

The process

After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose.
