Question 1
Is there a possibility of having more than one candidate being awarded this contract or only one bidder will be awarded?
Answer:
One entity will be awarded.
Question 2
The contingency fee has a reserve capped up to 5% of the direct eligible costs. Does that figure also include administration costs?
Answer:
Bidders were advised to read Article 2.1.5 of the Guidelines to see the exact costs to be included in the contingency reserve and how to access it.
Question 3
In the application form, section 2.1.1 of the description of the action, what would happen if a bidder submits 4-5 pages instead of the 13 pages required?
Answer:
The maximum number of pages for the description is 13 pages. Bidders can have less pages, however, make sure all the necessary information is included.
Question 4
Which value chains are specifically being targeted by this Call for Proposals?
Answer:
The key value chains under this action are the ones more important for rural development and trade under SADC-EU Economic Partnership Agreement, as well as their potential for sustainable and inclusive growth and job creation. This value chains are not limited to the Agricultural sector, but also include the Commercial and Industrial (C&I) sectors.
Question 5
What is the total budget of the action versus the percentages of eligible cost?
Answer:
Refer to Section 1.3 of the Guidelines. The Contracting Authority can award a minimum of EUR 750,000.00 and a maximum amount of EUR 820,000.00. Again, 65% is the minimum percentage of the total eligible cost and 95% is the maximum percentage of total eligible costs. See also Section 2.1.4 for further clarification.
Question 6
I have read your Call for Applications. I am wondering if the call allows for Sub-granting of funds.
Answer:
Sub-granting of funds is not allowed.
Question 7
Is the funding only catering for the costs described in the action or it also has to be used in the implementation of the business ideas that would have been developed? Where will the beneficiaries get their funding to implement the resultant projects?
Answer:
The funding is for ensuring proper execution of what would have been described in action. Financial institutions will assist with financing the developed projects.
