Adwa and Abala hospitals rehabilitation project in Ethiopia

The decision to rehabilitate Abala and Adwa hospitals, which together serve an estimated catchment population of 1.6 million people in the Afar and Tigray regions, followed a request from the Ethiopian Ministry of Health and consultations with the Embassy of France and the EU Delegation to Ethiopia. The project supports government stabilization efforts by restoring key health infrastructure and basic services in conflict-affected areas.

Overall objective: Improve the well-being and resilience of conflict-affected communities in Ethiopia by strengthening the quality and effectiveness of healthcare and protection services.

The project is structured around two mutually reinforcing outputs:

• Output 1: Target health infrastructure is rehabilitated and equipped to enable the resumption of essential services at Adwa Hospital in Tigray and Abala Hospital in Afar.

• Output 2: One Stop Centres (OSCs) are established at the target hospitals to provide comprehensive protection services addressing communities’ health, safety and justice needs, with particular emphasis on GBV.

Project Activities

• Rehabilitate target hospital departments, including civil and electromechanical works, water-supply and waste-management systems, and other required infrastructure.

• Re-equip target hospital departments that were damaged and/or looted during the conflict.

• Establish and/or strengthen hospital-based One Stop Centres (OSCs).

• Train health workers to provide treatment and support for GBV survivors.

Results

• Target health infrastructure is rehabilitated and equipped to enable the resumption of essential services at Adwa Hospital in Tigray and Abala Hospital in Afar.

• One Stop Centres (OSCs) are established at the target hospitals to provide comprehensive protection services addressing communities’ health, safety and justice needs, with particular emphasis on GBV.
