Empowering Older People’s Organisations for Inclusive Governance

Through the EEPNA project, the EU and HelpAge International strengthen the capacity of older people and their institutions to engage in Ethiopia’s governance and development processes.

The programme created a conducive environment for EEPNA to undertake well-organized and comprehensive advocacy and lobby campaigns for the rights and wellbeing of older people. In addition to interventions at country level, EEPNA was able to voice the concerns and interests of its members in global campaigns undertaken to request and influence the ratification and realization of the Universal Convention for Older People.

Objectives

The overall objective of this project was to contribute to improved governance that respects the rights of older women and men and to ensure their contribution to the democratization and national development processes in Ethiopia.

Results

The project supported and facilitated dialogue forums, awareness-raising sessions, established networks and platforms for older people, policymakers and action groups at all levels. These activities have resulted in enhanced understanding of policymakers and the general public about the rights and entitlements of older people. They have contributed a lot in strengthening and creating a vibrant umbrella organization that effectively advocates for the recognition and protection of the rights and entitlements of elderly citizens in Ethiopia and ensures their access to basic needs. Result areas that can demonstrate the achievements include the following:

Impact

  • The implementation of this project has led to a reduction in incidences of discrimination and abuse against older people through the enactment of more inclusive policies and improved democratic governance practices. 

  • The capacity of Older People's Associations (OPAs) at regional and local levels has been strengthened to the extent that they have major influence in policy formulation and review processes, especially in relation to social accountability, good governance, gender equity, and human rights issues.

  • A discernible change in the attitudes of community groups known to have previously had less regard for older people has been achieved. The awareness creation sessions, the media engagement, inter-generational knowledge and skills transfer dialogue forums have all contributed to a better understanding of the needs and rights of, and respect for, older people.
