Restoring Health Services and Building Resilience in Conflict-Affected Areas (CARE4Health)

Through the CARE4Health project, the EU and UNICEF are restoring essential health services and strengthening primary care in regions hit by conflict—supporting both health providers and communities in Afar, Amhara, Tigray, Oromia, and South Ethiopia.

Conflicts, drought, and public health emergencies have severely disrupted access to essential health services across Ethiopia. In the north and Amhara regions, conflict has damaged health infrastructure, halted services, and exposed women and girls to heightened risks, including sexual violence.

In response, the EU and UNICEF launched the CARE4Health project to strengthen the health system—focusing on primary care and addressing both service delivery and community needs in conflict-affected and underserved areas of Afar, Amhara, Tigray, Oromia, and South Ethiopia.

Objectives

The overall objective of the project is to contribute to improved health and well-being of women, children and adolescents in Ethiopia through the provision of equitable and quality health services. More specifically the project:

  • restores health services in conflict-affected areas

  • reduces inequalities in health service delivery and utilisation

  • strengthens the quality of healthcare

Project Activities

  • Rehabilitation of health facilities at primary care level

  • Procurement of medical equipment and supplies to selected health facilities

  • Capacity building/training of health care workers

  • Immunization campaigns

  • Technical support to Health Management Information System

  • Support to restoration of community based health insurance

  • Provision of health services to adolescent and youth and support to GBV victims

Expected Results

  • Renovation of 97 damaged health facilities (of which 5 hospitals) in Afar, Amhara and Tigray

  • Procurement and distribution of maternal and newborn child health supplies to 160 targeted health facilities catering for over four million people.

  • 160 health facilities have functional management information system

  • Support to 4 one stop centres providing support to victims of Gender Based Violence

  • 72 health facilities provide GBV support and mental health and psychosocial support services

  • Financial support to 62 000 poor Ethiopians for health insurance

  • Over 230 000 children in pastoral/low-performing zones fully immunized
