The European Union (EU) is an economic and political partnership between 27 European countries, playing a key role in international affairs through diplomacy, trade, development aid, and cooperation with global organizations. The EU is represented abroad by over 140 diplomatic missions, known as EU Delegations, which function similarly to embassies.
The EU Delegation to Guinea-Bissau operates as a fully-fledged diplomatic mission, working closely with the embassies and consulates of EU Member States. We represent the European Union in its engagement with the Government of Guinea-Bissau in areas within the EU’s competence.

The EU Delegation to Guinea-Bissau is recruiting a Financial Assistant to be based in Bissau to join temporarily its Finance, Contracts, and Audit Section, which is located in Praia, Cabo Verde, and manages the financial aspects of EU cooperation and international partnerships in Guinea-Bissau
The successful candidate will work under the supervision of the Head of the Finance, Contracts, and Audit Section, providing administrative, financial, and accounting support. The role may evolve based on the needs of the Delegation and its operations.
Main Responsibilities
- Processing Payments: Prepare and initiate payment files, including the registration of invoices and supporting documents in IT systems, ensuring compliance with deadlines.
- Correspondence Management: Draft, register, monitor, and expedite correspondence in Portuguese and English/French, including internal administration, communication with EU headquarters, and local partners.
- Contract Administration: Assist in the preparation and follow-up of contracts and contractual amendments, ensuring proper registration and classification.
- Secretariat Support: Provide secretariat support for evaluation committees related to calls for proposals and tenders.
- General Administrative Support: Manage documentation in Word and Excel, prepare tools for follow-up of circuits and financial transactions, upload documents into IT systems, and conduct research on the Commission’s intranet and internet.
- File & Archive Management: Maintain electronic and physical records for the section.
- Other tasks as assigned by the Head of Section.
Employment Conditions
- Salary: Highly competitive.
- Contract Start Date (indicative): 1st April 2025.
- Contract Duration: Initial 3-month interim position
Minimum Requirements (Eligibility Criteria)
- Education: University degree in finance, accounting, audit, law, international development, international relations, public administration or equivalent or at least 5 year of proven experience in any of those fields.
- Experience: At least 3 years of professional experience in accounting, audit or financial assistant roles.
- Languages:Fluent Portuguese and proficiency in English or French.
- Legal Requirements: Must have the right to reside and work in Guinea-Bissau.
Desirable Qualifications (Selection Criteria)
- Experience in finance, accounting, audit, or public procurement.
- Experience with international cooperation institutions/agencies or national public institutions.
- Strong sense of initiative, responsibility, organization, reliability, and teamwork.
- Ability to draft correspondence, analyse numerical data, and conceptualize problems.
- Proficiency in Microsoft Office (Word, Excel) and relevant financial software.
- Strong written and oral communication skills in Portuguese, English, and/or French.

Selection process
