Upon recruitment, the successful candidate will occupy a specific job function as Project Officer Under this job function the successful candidate will serve as technical and support staff to programme, advise on and manage, under the supervision of the Head of Cooperation, the implementation of projects of various nature. 

 

Place of employment:    Delegation to Guyana

Working hours:             37,5 per week. Flexible working hours.

Salary group:                Group I of the Delegation Salary grid, minimum salary GYD 555,544

Travel:                          1 or 2 missions per month

Contract:                      Fixed Term with possibility of renewal with 6 months probationary period

We are

The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy. 

 

The EU Delegation to Guyana, Suriname and CARICOM represents the European Union in all matters of its competence. It actively promotes the values and policies of the European Union, in an open and equal partnership with the Governments and people of the countries to which it is accredited. It plays a key role in the implementation of the EU’s cooperation programmes and trade policies focussing on poverty reduction and the smooth and gradual integration of the countries into the world economy.

 

The EU Delegation to Guyana has a regional role and the Cooperation Section manages programmes with eight countries and territories other than Guyana. These countries and territories are the beneficiaries of the greater share of such programmes managed by the Delegation. And in the context of both post disaster reconstruction as well as regional and cross-border cooperation initiatives, their relative majority share of the Delegations funds management portfolio will continue to increase going forward. Among the salient regional initiatives are those underway under the aegis of the Guiana Shield, which include Guyana, Suriname, French Guiana - and the three northern regions of Brazil.

The Project Officer will be responsible for the execution of the following tasks:

  • To support policy dialogue with all relevant ministries, agencies, donors and other relevant stakeholders in all areas of concern. 

  • To contribute to sector analysis and to the definition of a sector strategy. 

  • To contribute to annual reviews, mid-term reviews.

  • Contribute to the programming, identification and appraisal in close cooperation with the national or territorial administrations, if and when such programmes are decided in the programming process. 

  • Monitor ongoing projects, attend management and monitoring meetings, elaborate progress reports on projects, advice local authorities and non-governmental organisations in conjunction with the Head of Cooperation in line with recommendations of the Head of Delegation and propose action. 

  • To assist in all aspects of the procurement process (drafting TORs, launching tenders, etc.) and the processing of payments. 

  • Maintain contacts and coordinate with other donors. 

  • Support general work of the Cooperation Section under the overall guidance of the Head of Delegation.

  • Contribute to the united team work of the Delegation.

We look for

  • A Bachelor of Science degree (master’s degree would be an asset) in Law, Political, economic or a relevant social sciences field is a minimal requirement. 

  • Excellent oral and written communication skills in English is required.
  • More than 3 years of experience in the field of civil society, HR defence, governance or education.

  • Strong analytical and problem-solving capacities as well as a structured communication capability.

  • Proven capacity to work and learn effectively in a multi-national and multi-cultural context.

  • Open minded, team oriented and a willingness and capability to learn.

  • Organisational planning and reporting capabilities.

  • Computer literate.
