Policy Officer – Digital Policies Analyst in the Trade Section
We are
The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.
The EU Delegation to India and Bhutan, in Delhi, works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the governments of India and Bhutan in areas that are part of the EU’s remit.
We offer
The post of Policy Officer – Digital Policies Analyst (Local Agent Group 1) in the Delegation’s Trade Section. The team consists of nine people and there are occasional atypical working hours.
Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of Trade Section, providing support, expertise and assistance in the field of digital policies, covering Telecommunications, Information Technologies, Cyber Security, Data Protection, Emerging Technologies and Applications, and Internet Governance.
Overall purpose: analyst in charge of Communications Networks, Content and Technology. Working at policy level, under the authority of the relevant Head of Section and Policy Officer, the analyst will support the EU’s policy dialogue(s) with the host country including working towards a sound, transparent, open, non-discriminatory and predictable regulatory and business environment for European companies trading with or investing in India, including the protection of their investments and intellectual property.
Towards this objective, the analyst will provide regular updates and analysis of developments in this policy area in India, and develop contacts with relevant Ministries and stakeholders in civil society, as well as EU Member States embassies and international & regional organisations to defend and promote the interests of the EU.
The following main tasks and duties are currently required:
+ Monitoring, Reporting and Analysis
- Monitoring and reporting on a regular basis new developments in the Information and communication Technologies (ICT) fields in India regarding policy and regulatory, research and innovation, and trade and economic aspects, including market access concerns faced by EU companies;
- Preparing, on request, official notes, and reports in the related fields;
- Preparing regular press/media reviews concerning local coverage of issues of importance to Headquarters; Gathering and providing information for the EU Delegation's and DG CONNECT's websites and social media sites;
- Contributing to the preparation of briefings, speaking notes and background information for DG CONNECT, Commissioners, Head of Delegation or other relevant EU officials;
- Support to the work under the digital work stream of the recently established EU India Trade and Technology Council and related projects;
- Preparing as needed statistical updates on relevant indicators in the digital sector.
+ Stakeholder Engagement
- Build and maintain excellent working relations with relevant industry bodies, think tanks, Indian policy-makers, authorities, and EU Member States Representations on digital topics;
- Preparing, facilitating and participating in EU-India discussions, joint meetings and dialogues for digital related matters, including in the ongoing FTA negotiations and EU India TTC on matters related to digital sector;
- Engaging on ICT and digital issues with chambers of commerce, industry, academia, civil society, government and EU Member States Representations;
- Organising and participating to ICT/digital centric events, workshops, seminars, and meetings in India.
+ Management and Planning: contribution to other Section and Delegation activity
- Providing expert advice and input, where required, on content and coordination of projects to be proposed or implemented;
- Coordinating Digital Technologies Counsellors’ meetings: developing agenda, arranging speakers, presentations and preparing minutes of the meetings;
- Assisting in the management of missions of EU representatives, visitors or officials from EU institutions in the related fields.
+ Additional Tasks
- Supporting DG JUST activities on personal data protection issues;
- Supporting Political Section on technical issues of the cyber security dialogue;
- Contributing to the activities of the Trade Section, when time permitted and as required.
The base salary will depend on relevant and verified employment experience, typically starting from INR 194,014 / month. There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances and a retirement savings plan.
The expected start date will be October/November 2023.
Minimum requirements / eligibility criteria (necessary for the application to be considered)
- University Degree in ICT or another relevant Field such as business, international relations, economic etc.
- Job-Related experience: at least 3 years work experience in the digital/ICT sector working on public policy or another equivalent field in an international environment.
- Fluency in written and spoken English.
Assets / selection criteria (basis for awarding points to select the best applicant)
- A strong understanding of India ICT/digital policy environment and government policy- making process (including structure and organisation f government ministries and departments).
- Good knowledge of India and EU policies and industries;
- Excellent analytical drafting skills given the nature of work which has a high degree of analysis and reporting
- Prior experience of engaging with various stakeholders including, government authorities, think tanks, industry associations.

The process
After the deadline for applications, the eligible applications will be submitted to the Selection Committee set up for this purpose.
Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates based on assessment of the information provided in the cover letter, CV; practical testing and interviews.
