The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.
The EU Delegation to India, New Delhi works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Indian government in areas that are part of the EU’s remit.
We offer
The post of Project Officer Group I in the Delegation’s Cooperation Section, under a fixed-term employment contract of 2 years, with a possibility of renewal under reserve of budgetary availabilities and operational considerations. For internal candidates holding an indefinite-term contract, alternative contractual arrangements may apply in accordance with institutional policies. The team consists of 12 people and there are occasional atypical working hours.
Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of Cooperation Section, providing support, expertise and assistance in coordinating, monitoring and reporting the implementation of projects funded under budget lines dedicated to Human Rights and Democracy (HR&D) as well Migration and Mobility and will provide support and back-up to the section as a whole on related matters. The jobholder will participate in ensuring coordination on cross cutting-matters concerning Human Rights -including Business and Human Rights-, Migration and the Sustainable Development Goals. The jobholder will also undertake similar responsibilities as above, for additional thematic areas, as assigned from time to time by Head of Cooperation. Currently these include: Disability, Youth, Employment, Labour & Decent work, Stability, Peace building & Conflict Prevention.
Following main tasks and duties are currently required:
Task 1: Policy development
- To participate in conceptual reflections and assist in elaborating work programmes, strategic documents and new approaches to cooperation activities.
- To provide economic, statistical and analytical inputs for European Commission drafts, directives or communications concerning cooperation activities within related fields of expertise.
Task 2: Project/programme-management
- To assist in management of all phases of the project cycle, from preparation and launch of Call for Proposals Guidelines, to identification and selection of projects, to contracting, to monitoring and evaluation of project implementation.
- Under the authority of the HoC to represent the EU in meetings and events organised by projects and in other official meetings between the EU and programme partners, International Organisations etc.
- To undertake field visits and to monitor and report on progress, both operational and financial.
- To review and approve Annual Work Plans & Budgets, Progress reports, invoices, expenditure statements, requests for advance and reimbursement prior to submission to the Finance & Contracts Section.
- To maintain regular operational and financial-monitoring information on EU assisted projects and programmes through relevant contract management applications).
- To participate in tendering procedures and preparation of contracts, follow up of auditing requirements and other financial agreements with projects and programs.
- To initiate and ensure adherence to procedures of the European Commission in all matters of project implementation.
- To advise and assist the project implementing organisations, monitoring the performance of consultants, where relevant, and preparing terms of reference, contract addendas etc.
- To contribute to, develop and launch Terms of Reference as required, for the organisation of studies, policy briefs and events on thematic areas of competence.
- To follow up on Human Rights Defenders (HRDs) issues and provide support as HRD focal point.
Task 3: Inter service Coordination and Information
- To coordinate with EU Headquarters and, where required, with Indian authorities, and other relevant Departments/Organisations on program and policy aspects of EU-India cooperation, in thematic areas of competence identified above.
- To provide briefings and information on projects, within and outside the Delegation as appropriate.
- To liaise with EU Delegations in the region, where relevant matters to do with development cooperation in the fields of Human Rights and Democracy, Migration and Mobility, and SDGs.
- To contribute to the work of other sections, on matters related to human rights, migration, youth, labour and SDGs, particularly in the preparation of briefs for the Political section for human rights dialogue, HR country strategy paper, HRD support, visits etc.
- To contribute to preparation of terms of reference for launching studies, policy briefs.
Task 4: Other tasks
- To contribute to strategic communication within the section and the EU Delegation as a whole
- To ensure EU Visibility is appropriately done by partners
- To support to HQ or Head of Delegation visits/missions
- To represent the EU at relevant workshops/conferences/meetings
The base salary will depend on relevant and verified employment experience, typically starting from 317,967 INR for the minimum experience required for this post. Minimum requirements / eligibility criteria (necessary for the application to be considered)

Minimum of Master’s level in International Law, Human Rights, Economic and Social Sciences, Political economy, Political science or equivalent;

Minimum of 10 years of relevant experience. The professional experience must be acquired after the date on which the qualification allowing access to the post was obtained. Work experience in India or Asia is an asset;

Excellent knowledge (C2) of English. Knowledge of Indian languages is considered an asset.

Digital literacy, good knowledge of Microsoft Office;

Right to residence and work in India;

Judicial Extract for good conduct;

Pre-recruitment medical fitness certificate to carry out the tasks assigned.

The process
