IOM - Regional Evidence for Migration Analysis and Policy (REMAP) - Asia and the Middle East

04.12.2019

The overall objective of REMAP is to strengthen evidence-based formulation and implementation of humanitarian and development policy and programming on migration and forced displacement in Afghanistan, Bangladesh, Iran, Iraq and Pakistan. The implementation of REMAP will be based on the International Organisation for Migration’s (IOM) Displacement Tracking Matrix (DTM), which is a system that has been used to track and monitor displacement and population mobility in over 72 countries since 2004.

Using the Displacement Tracking Matrix (DTM) as its primary data collection tool, DTM REMAP seeks to improve understanding of displacement and migration dynamics, drivers, modalities and vulnerabilities in the selected target countries. Data collected will be used to establish numbers, locations, vulnerabilities and basic needs of IDPs, migrants, returnees and host communities in the target countries, to inform government, humanitarian and development stakeholders.

DTM will deploy five tools to enhance the availability and quality of data on displacement, migration and returns.

  • Mobility tracking - Regular collection of information on the number and locations of mobile population groups.
  • Flow monitoring - Regular collection of information at selected border points, in order to better understand the cross-border flow and profiles of mobile populations.
  • Surveys on drivers of migration - In-depth surveys to enhance understanding of the drivers of out-migration among national populations.
  • Returnee studies - (Longitudinal) studies to monitor the sustainability of returnees, and their needs and vulnerabilities.
  • Community assessments - Community-based area-level assessments on the vulnerabilities, needs and intentions of mobile populations and host communities.

This multiyear project also aims to increase the interoperability and harmonisation of data collection initiatives. Through the establishment of a comprehensive DTM REMAP methodological framework, data and information will be converged across the selected target countries to produce regional analysis and information products. Country-level and regional-level analysis and information products will successively serve to support regional migration policy dialogues. In this way, DTM REMAP will contribute towards improving national migration management systems and policies, and their implementation. To strengthen capacity among humanitarian stakeholders and national authorities, regional conferences and training workshops will also be carried out.

DTM in Iraq completed data collection for the Integrated Location Assessment (ILA), which provides an in-depth look into both displacement and return movements in Iraq, with a special focus on profiling the locations these groups live in and the social dynamics they are immersed in. In addition to the completion of the ILA, DTM Iraq also completed data collection for the IDP Master List and the IDP Returnee Master List and began Flow Monitoring. There are seven flow monitoring points on the borders with Syria, Turkey and Iran, and data collection has begun. The ILA report will be produced in the upcoming reporting period, and the IDP Master List and the IDP Returnee Master List datasets, dashboards and data visualisations - produced by DTM in Iraq during the reporting period - are public, and can be accessed on the DTM Iraq website.
