Launch of Central Asia Drug Action Programme Phase 8 (CADAP 8) in Bishkek

The Delegation of the European Union (EU) to the Kyrgyz Republic and partners from Central Asia officially launched the eighth phase of the Central Asia Drug Action Programme (CADAP 8) during a high-level event held on October 7, 2026, at the Hyatt Regency Bishkek. The event convened government delegations from all five Central Asian nations—Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan—alongside EU diplomats, international experts, and civil society representatives.

Co-funded by the European Union, CADAP 8 is implemented by a consortium led by the FIAP (Spain), in partnership with CIVIPOL (France) and the United Nations Office on Drugs and Crime (UNODC).

The opening ceremony on October 7 featured key addresses by H.E. Bolot Otunbaev, Ambassador at Large of the Ministry of Foreign Affairs of the Kyrgyz Republic; H.E. Rémi Duflot, EU Ambassador to the Kyrgyz Republic; H.E. Luis Francisco Martínez Montes, Ambassador of Spain; H.E. Nicolas Faye, Ambassador of France; Mr. Oliver Stolpe, UNODC Regional Representative; and Mr. Francisco Tierraseca, FIAP Director.

CADAP 8 structures its regional support around two core pillars:

  • Component 1: Supply Reduction — Supporting Central Asian law enforcement and national agencies in countering illicit drug trafficking.

  • Component 2: Demand Reduction — Mitigating drug consumption, enhancing health and prevention frameworks, and supporting rehabilitation across the region.
