Laos gains access to global partnership education grant

Laos has been selected to be part of the next cohort of partner countries to commence the rollout of the Global Partnership for Education (GPE) 2025 funding model, including access to the system transformation grant.

The Planning Department of the Ministry of Education and Sports announced the move at the Education and Sports Sector Working Group Meeting: Executive Level on Tuesday, after the government received a notification letter from the Global Partnership for Education last week.

The process starts with the development of the partnership compact on or before January 1, 2023.

The system transformation grant allocations for Laos are valid for final grant applications submitted no later than June 30, 2024.

This sets the maximum window for the submission of a grant application at 18 months, which includes six months for the development of the partnership compact; one month to allow the GPE Board to approve the grant focus area or proposed interventions, which is informed by the partnership compact; and seven months for the development and submission of the final grant application.

The ministry’s Planning Department highlighted the grants and eligible amounts that show the grant allocations for which Laos is eligible.

The grant types include the System transformation grant indicative allocation of US$10 million; the GPE Multiplier up to US$15 million; System capacity grant of US$2.6 million; and Girls’ Education Accelerator of US$5 million.

The Education and Sports Sector Working Group Meeting was chaired by the Minister of Education and Sports, Associate Prof. Dr Phout Simmalavong.

The meeting reported on the Group’s Executive Level Meeting actions since 2021 and presented the European Union budget support programme for 2023-25.

The meeting also endorsed the revised terms of reference for the Education and Sports Sector Working Group.

In addition, the meeting endorsed the 2022 Education Joint Sector Review Mission terms of reference and the education report for the 2022 Annual Roundtable meeting.
