The European Commission’s European Civil protection and Humanitarian aid Operations (ECHO), funds relief operations for victims of natural disasters and conflicts outside the European Union. For humanitarian aid, the Commission works with about 200 operational partners, including United Nation agencies, the Red Cross/Crescent movement and non-governmental organizations (NGOs). Aid is channeled impartially, straight to victims, regardless of their race, ethnic group, religion, gender, age, nationality or political affiliation.

The ECHO Office in Beirut; is seeking to recruit one national staff to be based in Beirut-Lebanon for the following position of:

Programme Assistant

Reference: PA 2023-01

The candidates for this position need to demonstrate the following criteria:

Education:

  • A relevant first level university degree or equivalent professional experience.

Knowledge and Experience:

  • Minimum 5 years of relevant experience at national or international level in supporting programme/project operations, including at least 2 years of experience with an NGO, donor or national/international organization. However, 3 years of experience with an NGO or an international organization would be an advantage.
  • Good knowledge of the EU humanitarian aid system;
  • Good knowledge of International NGOs, UN Aid agencies and Red Cross Movement;
  • Good understanding of Humanitarian Aid principles, policies and standards;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc);
  • Ability to work in a multicultural environment and under pressure in a multitasking position;
  • Ability to travel inside Lebanon on regular project monitoring visits and outside Lebanon when necessary;
  • Experience in (the implementation of) multi-purpose cash programming and cash in humanitarian settings policy;
  • Experience in project cycle management and the implementation of multi-sectoral, integrated programming.
  • Experience in the humanitarian aid context in Lebanon is an asset

Languages:

  • An excellent knowledge of English (verbal & writing);
  • An excellent knowledge of Arabic (verbal & writing).

This is a local position opened to nationals and other residents of Lebanon with valid work and residence permits. The contract is initially for one year with the possibility of renewal subject to a 3 months’ probationary period. As an indication, the monthly basic salary is on average approximately EUR 3,539 which corresponds to 5 years’ relevant work experience. The salary will be adapted according to the exact duration of relevant professional experience supported by a work certificate. In addition to this, the employee will also receive other allowances and benefit.

At least one of the references has to include a recent employer.
