The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.
The EU Delegation to the Kingdom of Lesotho works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Lesotho government in areas that are part of the EU’s remit.
We offer
The post of Policy Officer (Local Agent Group 1) in the EU Delegation under a fixed-term contract of two (2) years that may be renewed under reserve of budgetary availabilities and operational considerations. The team consists in principle of 6 people and there are occasional atypical working hours.
Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Political and Administrative Officer (PAO), providing support, expertise and assistance in monitoring and analyzing the political, economic, and trade developments, offering policy recommendations and strategic advice.
Following main tasks and duties are currently required:
POLICY ANALYSIS & MONITORING
- Monitor policies and developments in the country, and provide analyses and political assessment as to their relevancy for the EU interests
- Provide expertise, research, and policy recommendations on key files
- Prepare briefings, speeches, and policy documents for the EU Delegation and other EU officials
- Coordinate action on policy with EU Member States, international organizations, and local partners
PUBLIC RELATIONS & MEDIA
- Develop and assist the expatriate staff in implementing public diplomacy strategies to improve the EU's perception in the country
- Prepare and disseminate press releases, press reviews, and articles for media and internet publication
- Manage media requests and coordinate responses with the relevant internal stakeholders
- Organize press coverage during official missions and events

Lead the Delegation’s digital and social media strategy, managing content on social media platforms (e.g., Facebook, X, Instagram, LinkedIn, YouTube, etc.) and the Delegation’s website to ensure content is informative, engaging and accurate
- Assist with the planning and management of the Delegation's press and information budget
EVENT MANAGEMENT
- Lead the preparation of public diplomacy events, public outreach activities, high-level visits, and site visits for the Ambassador and other EU officials.

Provide logistical support for the organization of events, seminars, and meetings.

Assist the expatriate staff in the coordination of local outreach activities and organize cultural and visibility events to promote EU values and activities.
The base salary will depend on relevant and verified employment experience, typically starting from 47 065 LSL. There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances and a retirement savings plan.
The expected start date will be 01 November 2026.
Minimum requirements / eligibility criteria (necessary for the application to be considered)

University degree in Political Science, Communication, International Relations, Media, Journalism, Public Relations or related field

Minimum of 6 years of professional experience in a relevant field (policy analysis and monitoring, information research, public administration, international relations, media, online publishing, public relations, communication, events or similar). The professional experience must be acquired after the date on which the qualification allowing access to the post was obtained

Excellent working knowledge (C2) of the local language and English

Full computer literacy, covering all relevant MS Office applications

Right to residence and work in the Kingdom of Lesotho

Medical fitness to carry out the tasks assigned.
Assets/selection criteria (basis for awarding points to select the best applicant)

Postgraduate degree in Political Science, Communication, International Relations, Media, Journalism, Public Relations or related field

Experience in a diplomatic mission, a development agency or in a multi-cultural international setting

Experience working with the European Union policies and procedures
- Knowledge of French at working level.

Good command of another European Language.

The process
After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose.
Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates based assessment of the information provided in the cover letter, CV, practical testing and interviews. Three best candidates will be invited to the final interview.
Only candidates admitted to each successive selection phase will be contacted individually. The Delegation will not supply additional information or discuss the selection procedure. During the selection process, please do not contact the members of the Selection Committee, but address your questions and comments to the Delegation’s Administration.
The successful candidate will be subject to a medical check and submission of judicial record.
