The European Union Delegation to Libya is looking for an Assistant accountant (Accounts clerk assistant)

We offer a carrier within an international environment in a post of assistant accountant. The EU Delegation's size is over 30 people (a gender balanced team). The place of employment is Tripoli.
Under this post the successful candidate will cover the post of Assistant accountant, which can be changed based on the needs of the Delegation. He/she will integrate the Admin section and will be responsible of the accountancy procedures and for the reparation of the budget reports. Under the Head of Admin supervision, general accountancy reports on third parties and suppliers files will have to be prepared. The Delegation adopts a gender balance policy. The post proposed is a post of local agent group III.
The jobholder will in particular be responsible for:
- Prepare and verify financial files and check-lists (invoices, payments and recovery orders) pertaining to regular contractual payments, salaries, missions, etc. of administrative appropriations.
- Follow-up and implementation of financial and budgetary procedures as per Headquarter instructions.
- Replacement of the Imprest Account Holder during absences.
- Regular check of the Delegation's bank accounts status and timely replenishments.
- Budget monitoring.
- Petty cash management.
- Management of the Delegation's inventory in ABAC-ASSETS.
- Contribution to financial reporting.
Type of contract :
The candidate will be recruited under Group III post with a basic monthly salary of 1.600 Euro. Salaries’ increases are foreseen based on the current salary review. In addition, benefits, such as additional pension scheme and medical insurance, are offered to employees and their families under certain conditions.
- Definite contract of one year (with possible renewals)
- Trial period : 3 months

- Weekly working hours : 40H.
Selection criteria :
Minimum Requirements:
- Medically fit to perform the required duties;
- Enjoys civil rights and permits for employment under local law;
- Fluent in Arabic and English (Minimum B2 level);
- Post-secondary education (diploma in accountancy, finance or business management);
- A perfect knowledge of the IT tools (Word, Excel, Outlook, etc.)
- At least 3 years working experience in accountancy/business management/administration
The following will be considered assets:
- Accountancy and administrative support skills demonstrated in previous experiences;
- Knowledge of French is an advantage ;
- Excellent oral and written presentation skills;
- IT skills ;
- Ability to build and maintain positive working relationships with colleagues, national counterparts, donor agencies, other stakeholders and ability to adapt well in a multi-cultural environment;
- Personal initiative and ability to focus on priorities and meet deadlines.

The short-listed candidates will be called to sit a written test and those who passed the written test will be invited for an interview. The candidates who have not been short-listed will not be contacted individually.
The recruitment will take place only after a conclusive medical examination.
The procedure
After the deadline for applications, the applications will be reviewed by a Selection Committee set up for this purpose. The Selection Committee will prepare a short-list of candidates who are considered to be the most suitable for the post. The short-listed candidates will be invited to an assessment phase which will include an interview and possible written test - during this phase, the Selection Committee will assess the suitability of the candidates for the post.
The candidates who have not been short-listed will not be contacted individually; however, the Delegation will use the same means of publication as for this Vacancy Notice to inform the remaining candidates once the recruitment procedure has been completed.
